Develops, plans & schedules proposals in accordance with estimating policy,Federal Acquisition Regulations (FAR) & Defense Federal Acquisition Regulations (DFARS) requirements, USG Bus. System Requirements & other govt. regulations. Shapes, develops & matures bus. case analyses & cost methods resulting in a comprehensive bid/price strategy. Develops initiatives to increase profitability & cashflow. Acts as the estimating lead on proposals compiling cost, schedule, & technical elements to development proposals in accordance with Request For Proposal (RFP) specs. Coordinates the collection of cost, scheduling, & performance elements from functional departments. Performs financial modeling & analyses related to major proposals, including rate studies & analysis, bus. case development, cash flow analysis, NPV & IRR & presents analyses & recommendations to leaders. Researches & analyzes historical data, develops cost models to support proposal efforts & determination of accuracy of functional estimates. Participates in should-cost & pricing reviews with mngmt & customer reps. Participates as a member of the contract negotiating team & interacts with DCAA /other audit agencies. Initiates process improvements to enhance productivity & efficiency within pricing & estimating functions. May provide day-to-day direction & guidance to less senior Proposal Analysts. Develops, communicates, & implements Estimating & Pricing policies/procedures, & conducts monitoring & surveillance activities to ensure that the policies/procedures are being thoroughly & consistently implemented. Possesses comprehensive written & oral communications skills to support proposal development activities, executive proposal reviews, fact-finding & negotiations, & interaction with DCAA/other audit agencies.Please Note:

You are a detail‑oriented analyst who excels at translating complex data into clear proposals, mentors peers, communicates effectively, and leverages advanced Excel, SAP, and P2P expertise to deliver precise estimates and organized, high‑impact results. Basic Qualifications Related experience in one or more of the following fields: Operations, Engineering, Finance, Material Cost Estimating, or Supply Chain Management Prior experience with estimating techniques and have knowledge of the proposal process Demonstrated ability to analyze and present complex data US Citizenship is required due to facility requirements Desired Skills Proficiency in Microsoft Excel Experience in manufacturing and configuration of builds Experience in writing Basis of Estimates (BOEs) Understanding of Operations labor charging Understanding of Bill of Materials with several levels Strong organizational and prioritization skills Demonstrated communication skills and proven to be extremely detailed oriented Experience in SAP Experience in P2P Pay Information Full-Time Salary Range:
$59900.00- $111300.

For (Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays.
