Responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions of direct reports. Responsible for the cost, schedule and technical performance of the MK48 contracts, including production, engineering services and performance at the Intermediate Maintenance Activity (IMA) in Ewa Beach, HI. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas. Basic Qualifications Minimum of 10 years of demonstarted experience in program management, production management, or supply chain management Demonstrated senior leadership experience of large programs or portfolios Effective communication skills (technical and programmatic) with all levels of the organization Experienced with customer and supplier interactions Demonstrated experience with Earned Value Management System reporting and Performance Measurement Manager tools Experience leading sole source and competitive proposals and developing strategic business plans Ability to travel domestically quarterly Must possess an active security clearance Desired Skills Experience with high volume production contracts Experience working with US Navy and Naval Undersea Warfare Centers Prior functional management experience with a proven record of successful staff development and mentorship
