Job Description

Job Title:
Subcontract Administrator Job Description This role manages complex subcontracts within the context of a government prime contract, from capture support through full contract execution. The Subcontract Administrator prepares and administers solicitations and subcontracts of high risk and complexity, negotiates terms and conditions with suppliers, and ensures compliance with federal regulations and internal purchasing system requirements. The position oversees subcontractor performance to ensure adherence to schedule, cost, and technical objectives, while maintaining CPSR-compliant documentation and supporting internal stakeholders across legal, technical, financial, and management functions. Responsibilities + Prepare solicitation documents for complex acquisitions, including statements of work, terms and conditions or flow-down terms and conditions, bid or performance evaluation factors, and other measures incorporated into Requests for Proposal. + Serve as the primary point of contact during the bidding process, receive and review technical and cost proposals, consult with technical staff, and resolve disagreements between the company and potential subcontractors. + Administer subcontracts from award through completion, ensuring receipt, accuracy, and timeliness of subcontractor deliverables and documentation. + Monitor subcontractor performance relative to schedule, cost, and technical objectives, and take appropriate action to address performance issues. + Apply working knowledge of government purchasing system requirements and Federal Acquisition Regulations and other government regulations to all subcontracting activities. + Negotiate agreement terms and conditions, pricing, and other government requirements with subcontractors and suppliers. + Prepare price analyses, negotiation memoranda, written reports, letters, and other documentation required for internal and external distribution. + Maintain CPSR-compliant subcontract files and ensure all documentation meets purchasing system and audit requirements. + Review audit files to ensure compliance with purchasing system standards, industrial and government contract requirements, and internal policies and procedures. + Prepare and present briefings to staff and management on subcontracting strategies, issues, and status. + Coordinate subcontracting activities with internal stakeholders and external parties to support program and business objectives. + Consult with internal legal, technical, financial, and management staff to represent their interests in subcontract awards and technical performance. + Provide guidance, mentorship, and work leadership to less experienced Subcontract Administrators as needed. + Support the capture process through contract execution by contributing subcontracting strategies, schedules, and risk assessments. + Perform additional duties and responsibilities related to subcontract administration and procurement as assigned. Essential Skills + 6+ years of relevant subcontract administration, purchasing, or supply chain management experience with a bachelor's degree in a related field, or 4+ years of relevant experience with a master's degree in a related field, or 10+ years of relevant experience with a high school diploma or equivalent. + Demonstrated purchasing and subcontract administration experience, including managing complex, high-risk subcontracts in a government contracting environment. + Strong knowledge of CPSR (Contractor Purchasing System Review) compliance processes to effectively meet purchasing system requirements, prime proposal requirements, and procurement acquisition lead times. + Working knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), as well as supplemental acquisition regulations of government agencies. + Ability to negotiate agreements, including understanding of commercial law, commercial contract management principles, and their application to procurement and subcontracting. + Experience conducting price analysis and leading negotiations on behalf of the company. + Understanding of business cases and financial/analytical issues, including awareness of profit and loss implications of subcontracting decisions. + Proficiency with Costpoint or similar ERP/financial systems used in purchasing and subcontract administration. + Strong analytical abilities and high attention to detail in reviewing proposals, contracts, and subcontract documentation. + Excellent verbal communication, presentation, and interpersonal skills to work effectively with internal stakeholders and external subcontractors. + Demonstrated competency in negotiations related to agreement terms, conditions, pricing, and government requirements. Additional Skills & Qualifications + Bachelor's degree in a related field such as business, supply chain management, contracts, or a similar discipline is preferred. + Master's degree in a related field is desirable and may substitute for some years of experience. + Experience supporting major subcontracts of high risk and complexity within a government prime contracting environment. + Background in supply chain management, purchasing, or procurement operations in a CPSR-compliant organization. + Experience preparing and delivering briefings to management and cross-functional teams. + Ability to provide work leadership, mentoring, and guidance to junior subcontract administrators. + Comfort working across legal, technical, financial, and managerial functions to align subcontracting strategies with program needs. + Strong organizational skills and the ability to manage multiple subcontracts and priorities simultaneously in a fast-paced environment. Work Environment This position supports a government prime contracting environment, focusing on the start-to-finish administration of major subcontracts that are high risk and high complexity. The role involves extensive coordination with internal legal, technical, financial, and management teams, as well as regular interaction with external subcontractors and suppliers. The position can be performed remotely, with a preference for candidates located in or near the Northern Virginia area to facilitate collaboration and potential on-site engagements as needed. Work is primarily performed in a professional office or home-office setting using standard business technologies, including ERP systems such as Costpoint and other procurement and document management tools. The environment emphasizes compliance with government purchasing system requirements, adherence to FAR, DFARS, and CPSR standards, and timely support of capture and contract execution activities. Standard professional business attire is expected for any in-person meetings, presentations, or on-site visits, while remote work allows for typical home-office dress consistent with a professional setting. Job Type & Location This is a Contract to Hire position based out of Fairfax, VA. Pay and Benefits The pay range for this position is $43.27 - $52.88/hr.
