Contract Specialist I:

Performs contract duties to include developing, analyzing, evaluating, reviewing, processing, ensuring applicable compliance, inspecting, implementing and/or monitoring contracts. Work requires extensive contact with division and district personnel. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Contract Specialist II:

Performs complex contract duties to include developing, analyzing, evaluating, reviewing, processing, ensuring applicablecompliance, inspecting, implementing and/or monitoring contracts. Work requires extensive contact with [governmental officials],division and district personnel. Employees at this level perform work independently on assignments; however, all unusual issuesare referred to the supervisor.

Contract Specialist III:

Performs highly complex contract duties to include developing, analyzing, evaluating, reviewing, processing, ensuring applicable compliance, inspecting, implementing and/or monitoring contracts. Work requires extensive contact with governmental officials and[private entities]. [Employees at this level establish their own work plan and priorities to meet set objectives. Issues arerarely referred to the supervisor but are handled at the occurrence].

Contract Specialist IV:

Performs advanced contract duties to include developing, analyzing, evaluating, reviewing, processing, ensuring applicablecompliance, inspecting, implementing and/or monitoring contracts. Work requires extensive contact with governmental officials andprivate entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarelyreferred to the supervisor but are handled at the occurrence.

Contract Specialist V:

Performs highly advanced contract duties in direct support of agency transportation-related programs to include developing,analyzing, evaluating, reviewing, processing, ensuring applicable compliance, inspecting, implementing and/or monitoringcontracts. Work requires extensive contact with governmental officials and private entities. Employees at this level establishtheir own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at theoccurrence.

Essential Duties:
Contract Specialist I:

Assists in developing, writing or revising contracts, amendments, procedures, forms, related documents and provisionsAudits payment invoices for completeness, accuracy and compliance with terms of contract and governmental contractingrules, regulations and procedures.



Conducts audits, researches and identifies problems with proposals, contracts, contractors or lettings and proposessolutions.



Coordinates start-work date ensuring all necessary materials will be available for the contractor.



Maintains, updates and compiles detailed data, reports, summaries, files, records, logs, statistics or specific contractsincluding procurement documents and revisions; writes routine and unique correspondence.



Meets with project managers to identify objectives, needs and issues concerning project contracts.



Prepares financial/statistical graphs and/or reportsReviews coordinates and processes routine open records requests.



Performs other job responsibilities as assigned.

Contract Specialist II:

Assists in monitoring contractors' insurance certificates.



Audits payment invoices for completeness, accuracy and compliance with terms of contract and governmental contractingrules, regulations and procedures.



Conducts audits, researches and identifies problems with proposals, contracts, contractors or lettings and proposessolutions.



Coordinates start-work date ensuring all necessary materials will be available for the contractor.



Issues release to work orders.



Maintains, updates and compiles detailed data, reports, summaries, files, records, logs, statistics or specific contractsincluding procurement documents and revisions; writes routine and unique correspondence.



Meets with project managers to identify objectives, needs and issues concerning project contracts.



Reviews coordinates and processes routine open records requests.



Performs other job responsibilities as assigned.

Contract Specialist III:

May serve as a lead worker and the related tasks.



Researches state and federal statutes and opinions, Department policies and previous contracts.



Reviews contracts, amendments, subcontracts, procurement documents, change orders, work orders, supplemental agreements,time extensions, acceptance testing and consultant qualifications.



Assists in developing plans for implementing new contract evaluation requirements.



Assists in printing, collating, preparing documents and/or binding contracts/manuals for distribution.



Audits payment invoices for completeness, accuracy and compliance with terms of contract and governmental contractingrules, regulations and procedures.



Conducts audits, researches and identifies problems with proposals, contracts, contractors or lettings and proposessolutionsIssues release to work orders.



Prepares cost analysis studies for contracts.



Reviews, interprets and clarifies statutes, regulations, standard policies and procedures to ensure compliance withDepartment and governmental regulations.



Performs other job responsibilities as assigned.

Contract Specialist IV:

Develops, writes, revises and/or prepares complex contracts, amendments, procedures, forms, related documents andprovisions, financial/statistical graphs and reports.



Negotiates contract renewals and amendments.



Assists in printing, collating, preparing documents and/or binding contracts/manuals for distribution.



Assists in receiving payments, preparing deposit vouchers and entering data in an automated information managementsystem.



Audits payment invoices for completeness, accuracy and compliance with terms of contract and governmental contractingrules, regulations and procedures.



Coordinates start-work date ensuring all necessary materials will be available for the contractor.



Issues release to work orders.



May serve as a lead worker and the related tasks.



Reviews contracts, amendments, subcontracts, procurement documents, change orders, work orders, supplemental agreements,time extensions, acceptance testing and consultant qualifications.



Reviews, coordinates and processes routine open records requests.



Performs other job responsibilities as assigned.

Contract Specialist V:

Develops, writes, revises and/or prepares highly complex contracts, amendments, procedures, forms, related documents andprovisions, financial/statistical graphs and reports.



Executes agreements and contracts.



Monitors contract performance by examining billings, fiscal data, and eligibility determinations for compliance withterms of contract and policies; recommends cancellation of contracts when deviations occur.



May serve as a lead worker by serving as a resource for complex questions; presenting workflow and operational updatesto the supervisor/manager; providing input on team members’ career conversations; and approving leave requests to ensureoperations coverage.



Analyzes, interprets legislation, statutes, federal regulations and coordinates the development of policies andprocedures to ensure compliance with Department and governmental regulations.



Assists in printing, collating, preparing documents and/or binding contracts/manuals for distribution.



Audits payment invoices for completeness, accuracy and compliance with terms of contract and governmental contractingrules, regulations and procedures.



Conducts audits, researches and identifies problems with proposals, contracts, contractors or lettings and proposessolutions.



Coordinates start-work date ensuring all necessary materials will be available for the contractor.



Ensures contracts are payable and meet all legal requirements.



Issues release to work orders.



Maintains, updates and compiles detailed data, reports, summaries, files, records, logs, statistics or specific contractsincluding procurement documents and revisions; writes routine and unique correspondence.



Negotiates contract renewals and amendments.



Prepares bid proposals including researching previous contracts, writing specifications, advertising notice to bid;contacting bid list contractors; scheduling and conducting pre-construction/pre-bidding conferences and public bid openings.



Prepares cost analysis studies for contracts.



Provides technical and administrative support to include reviewing, processing, answers questions, provides assistanceand handles complaints and resolution of discrepancies and problems regarding contracts, billing, payment and warrant actions.



Reviews contracts, amendments, subcontracts, procurement documents, change orders, work orders, supplemental agreements,time extensions, acceptance testing and consultant qualifications.



Reviews, coordinates and processes routine open records requests.
