Job Description
Overview (Contingent) This senior operations management position is responsible for overseeing the day-to-day operations of government contractor facilities and technical operations at Cape Canaveral in support of strategic defense programs. The Manager Operations III brings broad operations management experience and direct expertise managing government or classified facility operations to ensure mission readiness, regulatory compliance, and efficient resource utilization. The candidate leads operations staff, interfaces with government facility representatives, and drives continuous improvement across all operational functions. This role demands a high degree of professional judgment, operational discipline, and the ability to perform effectively within a dynamic, security-sensitive environment. Responsibilities Plan, direct, and coordinate daily operations of contractor-supported government facilities at Cape Canaveral, ensuring alignment with program objectives and mission timelines. Manage operations staff including scheduling, task assignment, performance oversight, and professional development to maintain a high-performing, mission-ready workforce. Serve as primary point of contact for government facility representatives on all operations management matters, fostering collaborative and transparent stakeholder relationships. Develop and implement operational policies, procedures, and standard operating procedures (SOPs) to ensure consistent, compliant, and efficient execution across all facility functions. Oversee facility maintenance, logistics, and support service functions to maintain continuous operational readiness and minimize mission impact from facility issues. Monitor operational performance metrics and report status to senior management and government stakeholders, providing actionable analysis and recommended courses of action. Ensure compliance with federal, DoD, and site-specific regulations governing facility operations, safety, and security, including applicable environmental, health, and safety requirements. Manage operational budgets, track expenditures against approved allocations, and proactively identify cost savings opportunities without compromising mission capability. Coordinate emergency response planning, drills, and readiness activities for the facility, ensuring personnel are trained and prepared to execute emergency protocols effectively. Identify operational risks and implement mitigation strategies; lead after-action reviews for incidents or process failures and ensure corrective actions are documented and resolved. Required Qualifications Minimum 7 years of progressive operations management experience in defense, government contracting, or a directly related environment. Minimum 3 years of direct experience managing government facility operations at a DoD or federal government site. Active Secret security clearance required at time of hire; must maintain eligibility for the duration of program support. Demonstrated ability to lead and develop teams in a fast-paced, regulated operations environment with competing priorities and mission-critical deadlines. Strong working knowledge of facility management, logistics support, and operational compliance requirements applicable to government contractor sites. Effective communication skills with documented experience briefing government stakeholders, contracting officers, and senior leadership on operational status and issues. US Citizens Only No Green Card Holders, Visa Holders, or Sponsorships are available. Preferred Qualifications Bachelor's degree or higher in Operations Management, Business Administration, Engineering, or a related field. Facility management certification (e.g., Certified Facility Manager [CFM], Facility Management Professional [FMP]) or equivalent industry credential. Prior experience at Cape Canaveral Space Force Station or other DoD launch and test range facilities. Working knowledge of environmental, health, and safety (EHS) regulations applicable to government-controlled and classified facilities. Experience with DoD contract performance management frameworks and Contractor Performance Assessment Reporting System (CPARS) reporting. Specialized Experience Government Facilities Operations Management Minimum 3 years of hands-on experience managing the operations of a classified or government-controlled facility, including direct oversight of personnel, resources, compliance activities, and facility readiness reporting. Operations Management 7 or more years of progressive leadership in operations management within defense, government contracting, or closely adjacent environments, with demonstrated growth in scope and responsibility over time. Security Clearance An active Secret security clearance is required at time of hire. Candidates must demonstrate current eligibility and the ability to maintain clearance status throughout the full duration of program support. Clearance adjudication is subject to applicable federal and DoD security requirements. This position does not support interim clearance sponsorship. About the Position This is a full-time, on-site position located at Cape Canaveral, FL. The role operates within a classified, security-sensitive government contractor environment in direct support of strategic defense and launch operations programs. Personnel assigned to this position must comply with all applicable security protocols, base access requirements, and government site policies at all times. The position may require occasional after-hours availability to support facility emergencies, unplanned operational requirements, or time-sensitive mission events. Candidates must demonstrate a commitment to mission readiness and the flexibility to respond to evolving operational demands consistent with the nature of defense contractor support operations.
