The Borough Manager serves as the chief administrative and communication officer for Bally Borough and the Bally Borough Municipal Authority, managing day-to-day operations and acting as the main public interface for residents, businesses, taxpayers, and ratepayers. The position is on call 24/7 for municipal emergencies. Bally Borough is a small, quiet community with about 1230 residents. This position is Monday-Friday, 7:30am-4:00pm, and must have the flexibility to attend scheduled evening council, municipal authority (MA), and zoning meetings. The rate will be $25/hr.+ depending on qualifications.
Key Responsibilities Administration & Governance:
Handles all administrative actions for the Borough and Municipal Authority between Council meetings. Attends, reports to, and handles legally required advertising for all Council and Authority Board meetings. Assists in drafting ordinances, motions, resolutions, and public notices
Financial Management:
Prepares annual budgets in consultation with department heads and Council. Serves as Borough Treasurer. Manages payroll, disbursements, and the collection/allocation of sewer fees, rates, and penalties. Manages purchasing and equipment sales, and cooperates with annual audits.
Personnel & Operations Supervision:
Oversees all Borough and Municipal Authority employees. Oversees the maintenance, staff, and operations of the Borough Community Pool. Serves as the Borough Emergency Snow Director in coordination with the Mayor.
Project Management & External Coordination:
Coordinates and supervises projects alongside the solicitor, engineers, code enforcement, and contractors. Researches, applies for, and manages public and private grant opportunities. Handles zoning, building permit applications, land use, and utility issues, including scheduling necessary enforcement hearings.
Emergency Management, Safety & Communications:
Functions as the primary liaison to emergency service organizations (police, fire, ambulance) and disburses collected tax funds to them. Acts as the Safety Inspector for loss control, risk management, and property/casualty insurance claims. Represents the municipality in County and Commonwealth Emergency Management agencies.
