These experienced professionals provide administrative, scientific, and technical support to the Agricultural Research Service through the Experienced Worker Program (EWP). Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an "at-will" relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee.PLEASE NOTE
An "Enrollee" is not a federal employee, nor an employee of NEW Solutions. An "Enrollee" is a participant in a grant program established through a Cooperative Agreement funded by the agency and administered by NEW Solutions. The enrollee shall not sign federal documents, authorize the use of federal funds, nor initiate or conduct federally funded research projects. The enrollee shall not author articles for publication as a federal employee, nor coordinate scientific research between the Government and private industry. The enrollee shall not present themselves as a Government employee or Government representative at meetings both foreign and domestic or when coordinating federal agencies' areas of research. The enrollee shall not make decisions on federally based research on behalf of Government policy makers, and the enrollee shall not supervise any Government employees. The Facility Operations Specialist oversees a full range of facility management services for the USDA, ARS, Northwest Irrigation and Soils Research Laboratory (NWISRL) located at 3793 North 3600 East in Kimberly, ID. The duties of this position are to plan, direct and conduct repair and maintenance operations of the 61,672 square-feet facility that includes four buildings, two greenhouses and 230 acres of irrigated cropland. The Facility Operations Specialist is responsible for the operation and maintenance of the facility, associated buildings, structures, grounds, and any other required special services to support the center's mission. The Facility Operations Specialist independently plans and carries out the work. The enrollee shall not sign federal documents, authorize the use of federal funds, nor initiate or conduct federally funded research projects. The enrollee shall not author articles for publication as a federal employee, nor coordinate scientific research between the Government and private industry. Coordination with service vendors, contractors, and local utility companies, e.g., trash pickups, electric and gas utilities, facility repairs and service contracts. 30% Coordination with groundskeeping contractor/subcontractor to maintain appearance of facility grounds; coordination with pest control contractor to maintain pest and rodent free facility. 30% Maintain interior and exterior facility assets, including building and structures, storage containers, andGOV & POV
designated parking areas. 20% Establishment and maintenance of fire alarm systems; coordinate mandated monthly and annual tests' respond to fire alarm activation. 10% Coordination with service vendors, contractors, and local utility companies during onsite visits/services. 10%Qualifications:
Minimum of 5 year(s) of experience in building/facility maintenance. OR AA Degree in N/A None required Experience required with Windows, Apple, MS WordOther:

personal protective equipment (PPE). Physical requirements: Lifting and carrying: regularly lifting 50 lbs., with occasional lifting of up to 100 lbs.;Movement:
extensive walking, standing, climbing, balancing, stooping, kneeling, crouching, and crawling;Strength/Endurance:
pushing/pulling equipment weighing up to 200 lbs.;Manual Dexterity:
handling tools, operating machinery, and performing repairs.Environmental Exposure:
working in hot/cold temperatures, with dust, fumes, odors, or at heights up to 30 feet; Vision and hearing: excellent close-up vision for repairs and inspection, with clear hearing for safety and communication.
