Job Description
The Child and Family Services Agency (CFSA) is a cabinet-level agency within the District of Columbia government, committed to the safety, permanence, and well-being of children and families residing in the District of Columbia. Charged with protecting child victims and those at risk of abuse and neglect, CFSA fosters collaborations within its administrations to deliver exceptional family-focused services to the community and its residents. This position is located in the office of Older Youth Empowerment, Office of Well Being (OWB) at the Child and Family Services Agency (CFSA). The primary purpose of this position is to provide comprehensive array of services and on-going support to address the needs of the youth aged seventeen (17) to twenty one (21) who are transitioning out of care and need individualized skill development and support to transition successfully into adulthood, specifically obtaining and maintaining safe and suitable housing, continuing their education, learning independent living skills, obtaining and maintaining employment, building a support system, and remaining free from legal involvement. Duties and Responsibilities Carries out policies, procedures, and protocols for the referral and placement process of CFSA children and families. Attends workshops or meetings to provide input to develop policies. In concert with the Social Workers, initiates, coordinates, and participates in conferences, youth transition planning, and other related meetings, as required. Identifies the youth and family's needs and the resources required to meet those requirements. Coordinates and assures allocation of needed services, incentives, and resources from CFSA for each youth. Analyses and identifies areas of support needed by each youth and counsels them regarding resolution in these areas of support from education, housing, and employment to make their transition successful from foster care. Provides guidance, counseling, and support to each youth to help them meet specific goals set. Analyses the operations workflows, identifies outstanding problems and barriers that impede service delivery, and makes reports and recommendations. Develops metrics and creates statistical, qualitative, and quantitative reports detailing the progress and needs of each youth. Performs other related duties as assigned. Qualifications Comprehensive knowledge of and ability to apply positive education and workforce principles and practices. Comprehensive knowledge of and skill in providing individual and small group brief training techniques. Comprehensive knowledge of educational and social services, eligibility criteria, admission standards, referral procedures, community and collaborative resources, and other agencies which serve children in foster care and their foster families. Comprehensive knowledge of the operations, characteristics, functions, and objectives of the District government and other appropriate jurisdictions' foster care and social work programs, CFSA, and related social services. Ability to communicate well, both orally and in writing, sufficient to write and present reports. Ability to comprehensively and effectively represent the competencies and capacities of foster parents in court or elsewhere as needed. Comprehensive knowledge of the educational, training, psychiatric, psychological, and medical practices used as well as insurance and payment options available to foster parents in each jurisdiction. Comprehensive knowledge of qualitative and quantitative analysis, methods, and techniques to analyze workflows and other data to improve delivery of services. Education/Experience Relevant Bachelor's degree with minimum of two (2) years of directly related experience in an educational or social services setting is highly preferred. Must possess at least one (1) year of specialized experience equivalent to the grade 11 level in the District of Columbia government service or its non-District equivalent. Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, competencies, and abilities to successfully perform the duties of the position.
