Job Description

DISTINGUISHING FEATURES OF THE CLASS
This position involves the responsibility for developing, coordinating, operating and administering programs involving eventual home ownership for participants in the Section 8 program, and those open to all low income residents of the City of Schenectady, including the operation of various grant funded programs from time to time, new grants development, work subcontracting, and community resource referrals. An incumbent in this position is responsible for the financial operations of particular programs assigned. General supervision is received from the Director. Direct supervision may be exercised over other staff members or volunteers, when applicable in connection with a specific program. The incumbent does related work when required.
TYPICAL WORK ACTIVITIES
 Creates and reviews contractual agreements, bid specifications and does procurement for services;  Oversees various contracted services having to do with home ownership, including but not limited to appraisals, legal services at closings, title searches and abstract updates, land surveying, building renovation/repair/maintenance (carpentry, plumbing, landscaping, clean outs, etc.) realty services, housing counseling, and lead and asbestos testing and/or abatement;  Recommends for approval, then oversees activities relating to the purchase, renovation, and ultimate sale of specific properties;  Insures compliance with contracts;  Monitors program expenditures and recommends purchases;  Budget responsibilities;  Develops and implements needed public information and public relations and advertising activities as required by specific programs;  Recruits Section 8 participants and other city residents and inducts them into counseling and training programs that will lead them to home ownership;  Refers Section 8 participants and other city residents to needed services;  Tracks accomplishments and drafts progress reports as required by specific programs;  Responsible for compliance with applicable federal and state regulations;  Convenes meetings of relevant services providers relating to home ownership;  Develops and utilizes agreements, specifications, contracts, purchasing/closing documents and other forms and papers as may be required from time to time, with the assistance of appropriate professionals such as attorneys, architects, etc…  Attends meetings of local and regional consortia involving colleagues engaged in similar work;  Coordinates counseling and training programs as needed to assist potential home buyers in their understanding of home ownership and in meeting the requirements of bankability.  Does related work as required.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of residential property acquisition and sale (real estate practices), property renovation, contracting of work, program administration, grant writing and program development, public relations; ability to communicate clearly both verbally and in writing; ability to plan and supervise the work of others; ability to prepare progress and financial reports; working knowledge of needed computer applications (word processor, spreadsheets, database); physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
A. Graduation from a regionally accredited or New York State registered college or university with a Bachelor's degree and two (2) years of professional experience in program coordination, management or a related field, which shall have involved experience in real estate practices, mortgages or residential renovation; OR B. Graduation from a regionally accredited or New York State registered college or university with an Associate's degree and four (4) years of experience as defined by the limits of (A) above; OR C. An equivalent combination of training and experience as defined by the limits of (A) and (B) above.
WHEN EMPLOYED BY THE CITY OF SCHENECTADY, MINIMUM QUALIFICATIONS
A. Graduation from a regionally accredited or New York State registered college or university with a Bachelor's degree; OR B. Graduation from a regionally accredited or New York State registered college or university with an Associate's degree and two (2) years of experience in program coordination, management or a related field, which shall have involved experience in real estate practices, mortgages or residential renovation; OR C. Graduation from high school or possession of a high school equivalency diploma and four (4) years experience as defined in (B) above
