245D Residential Development Specialist Global Community Services LLC Saint Paul, MN Job Details Full-time | Contract From $50 an hour 19 hours ago Benefits Profit sharing 401(k) Paid time off Qualifications Stakeholder relationship building Full Job Description Global Community Services is seeking an experienced and well-connected human services professional to help identify, develop, and launch residential service programs throughout Minnesota. This position will focus primarily on Community Residential Services and other intensive 245D residential opportunities. The ideal candidate understands Minnesota's human services system, has strong relationships with counties and lead agencies, and knows how to move a residential opportunity from an initial conversation through program development and opening. This is a growth-focused role with significant earning potential. In addition to regular compensation, the selected candidate may receive bonuses for each successfully developed and operational residential site. Long-term profit-sharing or ownership opportunities may also be available based on performance, contribution, and mutually agreed-upon terms. Key Responsibilities Identify communities and counties with unmet residential service needs. Build and maintain relationships with county representatives, lead agencies, case management organizations, licensors, and community partners. Develop opportunities for Community Residential Services and other 245D residential programs. Communicate with lead agencies regarding referrals, service gaps, residential development needs, and individuals requiring specialized placements. Assist Global Community Services with presenting residential solutions to counties and referral partners. Evaluate potential referrals and determine whether the organization can safely and successfully meet each individual's needs. Support residential site development from the initial opportunity through opening and implementation. Assist with service proposals, program descriptions, staffing models, budgets, policies, timelines, and operational planning. Help identify appropriate residential properties that align with licensing, zoning, accessibility, safety, and program requirements. Coordinate with company leadership, licensing professionals, property partners, and operational staff. Track county outreach, residential leads, potential referrals, development activities, and site-opening progress. Help create sustainable programs for individuals with complex behavioral, developmental, medical, or mental health needs. Ensure development activities are conducted ethically and in compliance with applicable requirements. Preferred Qualifications Extensive experience in human services, disability services, behavioral health, residential services, or a related field. Strong knowledge of Minnesota 245D services and Community Residential Services. Experience developing, opening, overseeing, or expanding residential programs. Professional relationships with Minnesota counties, lead agencies, case management organizations, licensors, or community partners. Experience supporting individuals with complex behavioral, developmental, medical, or mental health needs. Understanding of residential referrals, staffing models, licensing expectations, service planning, and program operations. Strong communication, relationship-building, presentation, and problem-solving skills. Ability to independently identify opportunities and move projects forward. Previous leadership experience is valued but is not required. A degree in human services, social work, healthcare administration, business administration, or a related field is preferred. Significant relevant experience may be considered instead. Incentive and Growth Opportunities This role is designed for someone who wants to directly participate in the organization's growth. Ideal Candidate The ideal candidate is a knowledgeable and respected human services professional who understands how counties and lead agencies identify residential needs and work with providers. This individual should be able to build trust, create partnerships, identify legitimate residential opportunities, and help develop sustainable programs for individuals who may be difficult to place. The successful candidate will combine industry relationships with practical 245D and residential development experience.
