Acts as customer receptionist; answers phone, email, and assists walk-in customers; performs computer data entry; also assists with administrative duties of the Bluffdale City Planning Commission. This position is often the main liaison between the business community and the regulatory functions of the City. Supervision Received Works under the supervision of the Community and Economic Development Director. Supervision Exercised None. Essential Functions Receives applications and other documents related to the business license (including alcohol licenses) and development processes within the City. Reviews these applications for completeness and then processes the applications . Issues, monitors, and approves business licenses and contacts unlicensed businesses to gain compliance with all applicable codes and ordinances. Makes and coordinates determinations on investigations and enforcement of complaints. Stays apprised of current city, county, state, and federal business license regulations and provides recommendations for needed amendments to city code, processes, and fees. Creates appropriate records for each development application which is submitted utilizing the City's permitting and licensing software. Also creates supplemental application forms as necessary. Processes applications through the department staff and other related departments. Coordinates with other agencies, such as the Utah Department of Alcoholic Beverage Services, ATF, and the Salt Lake County Health Department as necessary. Tracks incoming and outgoing applications and processes as well as maintains and prepares regular status reports. Staffs the development counter to answer questions concerning business licensing, planning, building, development, engineering, and code enforcement related issues. Coordinates with inspectors and others regarding releases of building permit related bonds. Coordinates with applicants in the processing of their applications, associated fees, and creates invoices for payment Answers questions of the public regarding business licensing, planning, building, development, and code enforcement in Bluffdale. Promotes a high level of customer service and excellent public relations. Assists the Community and Economic Development Director with business lead identification and outreach. Coordinates with businesses for grand openings, ribbon cuttings, and other special events. May represent Bluffdale City at various meetings, hearings, and court proceedings regarding business licensing and may prepare and make presentations. May be required to become a Notary Public within six (6) months of hire. Written communication skills are extremely important. Exercise tact, patience and political sensitivity. All other duties and responsibilities as required. Minimum Qualifications 1.
Education and Experience:
Graduation from high school. Three years of general office and clerical experience. Familiarity with municipal permitting processes and basic bookkeeping is desired. Recognition as a Certified Business License Official from the Utah Business License Association is required within three years of start of employment. Continuing education as a CBLO is required. 2.
Knowledge, Skills and Abilities:
Desire to work and learn in a high-paced municipal government environment. Ability to learn and consistently implement complex regulations, including understanding construction plan submittals. Strong personal organizational and workload management skills. Proficient knowledge of modern electronic office practices and software, Must be able to work effectively in a sometimes-stressful environment. Must be able to communicate and coordinate effectively with other City staff, development community and public. An amazing attitude and willingness to work with others. Maintain a valid Utah Driver's License. 3.
Work Environment:
Incumbent of the position performs in a typical office setting with appropriate climate controls. Tasks require variety of physical activities related to walking, standing, stooping, sitting, reaching and lifting. Essential functions generally require communications such as talking, hearing and seeing. Rapid work speed required to perform keyboard operations. Common eye, hand, finger, leg and foot dexterity exist. Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking and some creative problem solving.
