Job Description

Position Summary The Executive Director serves as the chief executive and operational leader of the Harford County Electrical Contractors Association and its Electrical Apprenticeship Program. The Executive Director has overall responsibility for the leadership, administration, financial management, educational operations, workforce development, contractor relations, regulatory compliance, and strategic growth of both organizations. This position provides visionary and forward-thinking leadership for an apprenticeship program serving approximately 450 registered apprentices, supported by approximately 30 instructors and staff, and an association representing approximately 200 electrical contractors. The Executive Director works closely with the Board of Directors and Apprenticeship Committee to establish organizational priorities, implement strategic initiatives, maintain fiscal and operational integrity, and ensure the Association and Apprenticeship Program continue to meet the evolving needs of the electrical contracting industry and the workforce. The ideal candidate will be a collaborative, ethical, and strategic leader with strong business and organizational management skills, a commitment to skilled-trades education, and the ability to build productive relationships with contractors, apprentices, instructors, government and regulatory agencies, educational institutions, and community partners. Essential Duties and Responsibilities:
Executive Leadership & Organizational Management Provide overall leadership, administration, and operational oversight for the Electrical Contractors Association and Electrical Apprenticeship Program. Direct the organization's day-to-day operations while maintaining a clear focus on long-term strategic objectives and sustainable growth. Develop and implement a comprehensive organizational growth plan, including strategies for membership development, apprentice recruitment and retention, workforce development, educational excellence, and financial sustainability. Establish, implement, and periodically evaluate organizational policies, procedures, and internal controls. Review, update, and recommend revisions to By-Laws, governing documents, policies, and organizational standards as appropriate. Recruit, hire, develop, and supervise staff, instructors, coordinators, and other personnel. Foster a culture of professionalism, accountability, teamwork, safety, innovation, and continuous improvement. Ensure the organization operates ethically, efficiently, and effectively and maintains appropriate standards of governance and accountability. Apprenticeship Program Leadership Provide executive oversight of all aspects of the Electrical Apprenticeship Program serving approximately 450 apprentices. Ensure the program operates in compliance with all applicable federal, state, and local laws, regulations, apprenticeship standards, and accreditation or registration requirements. Oversee apprentice recruitment, admissions, orientation, retention, advancement, completion, and placement. Monitor apprentice progress and program outcomes and develop strategies to improve retention, completion, and workforce readiness. Oversee curriculum development, evaluation, and continuous improvement to ensure training remains relevant to current and emerging electrical technologies, codes, safety standards, and industry practices. Coordinate classroom instruction, instructors, schedules, training coordinators, continuing education, and related educational programming. Ensure accurate, timely, and secure maintenance of apprentice records and documentation. Oversee instructional technology, learning-management systems, testing systems, and other educational technologies. Ensure training facilities, labs, and instructional resources are properly maintained and support high-quality training. Develop and oversee continuing education and professional development opportunities for apprentices and industry professionals. Recruit, hire, supervise, and evaluate instructors, coordinators, and apprenticeship personnel. Qualifications Bachelor's degree in business administration, education, workforce development, organizational leadership, public administration, or a related field or an equivalent combination of education and significant relevant professional experience. Master's degree preferred. Minimum of 7 years of progressive leadership, management, or administrative experience. Experience managing an apprenticeship program, trade school, technical education program, or workforce-development organization. Experience within the electrical contracting, construction, building trades, or related industry. Knowledge of federal and/or state registered apprenticeship requirements and standards. Experience working with a Board of Directors or similar governing body. Experience with membership-based trade associations or professional organizations. Experience with grants, workforce-development funding, scholarships, or public/private funding programs. Experience with curriculum development, competency-based education, or skilled-trades instruction. Familiarity with electrical industry trends, emerging technologies, and evolving workforce needs. This is a high-level executive leadership position requiring a combination of strategic vision, operational management, financial oversight, educational leadership, workforce-development expertise, and strong relationship-building skills. The successful candidate must be comfortable operating at both the strategic and operational levels, and will work with the Board on long-term organizational direction while also ensuring that the day-to-day needs of approximately 450 apprentices, 30 instructors and staff, and 200 member contractors are effectively addressed. The Executive Director is expected to be a visible, engaged, and forward-thinking leader who will strengthen the Association, expand the apprenticeship program, develop the electrical workforce, and position the organization for continued growth and success.
Pay:
$90,000.00
