JOB SUMMARY
The Business Manager is a senior-level professional who directs the finance and human resources departments of the district, planning, directing and coordinating the activities, staffing, policies, and programs. Position functions include oversight of district accounting procedures, budget preparation, finance reporting, monitoring of district bonds, collective bargaining, employee relations, regulatory compliance, and policy/procedure development.
MINIMUM QUALIFICATIONS
Bachelor's degree in business/accounting
Experience with accounting, budget oversight, coordinating an internal audit, and monitoring grants.
Criminal history clearance (background check and HB 2062)
PREFERRED QUALIFICATIONS
Government accounting experience, preferably in a public-school setting
Spanish language skills
SUMMARY OF ESSENTIAL DUTIES AND RESPONSIBILITIES
- Supervise, provide direction, assign duties, compile reports, and monitor results of the Business Office personnel (i.e. payroll, accounting, human resources) and provide annual written evaluations.
- Manage the screening, hiring, and assigning of Business Office and other personnel as directed.
- Provide team-oriented supervision and leadership for development/conduct of Business Office staff.
- Supervise and monitor the daily, monthly and annual accounting and financial functions of all district funds and reporting procedures; Maintain records of all financial documents with appropriate supporting material.
- Prepare analysis of program costs and methods of financing, including long range projections of requirements.
- Manage the cash flow analysis, investments, banking services and short-term borrowing for the District.
Coordinate all District grant accounting and financial reporting; Coordinate the year-end independent audit. Work with the Board, community and bargaining committees in supplying needed District financial data; Interpret the financial concerns of the District to the Board and community
Assist the Superintendent/Board in the negotiation and administration of labor contracts.
Supervise and coordinate purchase orders and accounts payable functions.
Serve as Budget Officer for the District.
Communicate and collaborate with a variety of District administrators and personnel, and City, County and State departments or agencies to coordinate activities, resolve issues or concerns and exchange information.
Maintain an insurance program through an agent-of-record for property, liability, and fidelity coverage.
Coordinate the district's risk management program and the district's worker compensation insurance program.
TERMS OF EMPLOYMENT
Twelve-month position (258 days) at 1.0 FTE. Salary dependent on experience ($110,000 - $135,000 annually) and excellent benefits including Medical, Dental and Vision insurance and Oregon state retirement (PERS).
