Summary:
Under general supervision of the Division of Environmental Health and Engineering (DEHE) Program Services Funding Support Supervisor, this position supports DEHE funding acquisitions from preapproval and application to closeout. The Funding Administrative Specialist and Funding Support Specialist positions provide opportunity for career advancement within DEHE Program Services. These positions are structured as an advancement pathway to the Funding Support Supervisor position.
Responsibilities:
Provides support as needed in researching, planning, coordinating, developing, writing, editing, and compiling complete proposals for submission to private, state, and federal funders. Provides guidance and assistance to DEHE program staff and serves as a subject matter expert to mentor, train, and support administrative and project management activities in order to meet funder requirements and ensure compliance with the terms and conditions of funding awards accepted by ANTHC for projects carried out through DEHE. Assists the DEHE Funding Support Supervisor as a primary point of contact for grant agency program reviews and audits related to DEHE operations. Assists Funding Support Supervisor in carrying out the internal guidance supporting DEHE's project managers, complying with funding requirements. Coordinates application processing and submission to ensure all required information is included. Assists with budget preparation, maintains contract documentation, and other pre/post-award activities. Reviews documentation for compliance, develops relationships with other grant management functions, and communicates initiatives between departments. Advising and supporting the Funding Support positions with daily tasks. Ensures adherence to internal guidelines for grant application review and approval, and leads efforts to review and refine process. Creates and maintains tools to keep division staff informed of funding flows and grant support duties between Grants Planning, Management, Finance, and Compliance. Maintains current funding agency contacts and mechanism for grant reporting. Provides technical assistance and training on grant management concepts; funder systems, forms, and databases; and financial allowances, expenditures, payment, and invoicing systems. Provides guidance on CFRs, rules, regulations, and applicant/funder policies and procedures. Assists with the development and facilitation of routine training for DEHE program staff. Assists with the maintenance of DEHE's electronic filing systems to archive grant documents and reports. Performs other duties as assigned.

MINIMUM EDUCATION QUALIFICATION A
Bachelor's degree in health, public health, public administration, social science, technical communications or related field. Progressively responsible professional work-related experience, education, or training may be substituted on a year-for-year basis for college education.
MINIMUM EXPERIENCE QUALIFICATION
Non-supervisory - Four (4) years of grant writing, grants management, or grants compliance experience in public or private health, health research, or social services fields. Experience with federal/ state/ foundation grant administration requirements and processes and experience in submission of grant reports to federal and state funding agencies. An equivalent combination of relevant education and/or training may be substituted for experience.
Three (3) years of rural Alaska grant writing, grants management, or grants compliance related experience.
