Job Summary •This is a temporary unclassified position that includes state benefits! •This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework. Flexible work hours may be permitted with supervisor approval. The incumbent in this position will provide leadership, direction and collaboration of the phases of grants and contracts process across multiple program lines or aspects of a specific program's operation including pre-award, award, post•award, monitoring and close out phases of the grants and contracts process in accordance with state and federal laws, regulations and mandates including Federal Office of Management and Budget (OMB) Uniform Guidance, Office of Grant Management (OGM) policies; Department of Human Services Contracts, Legal and Compliance Division policies and procedures; and Behavioral Health, Housing, and Deaf & Hard of Hearing Services standard operating policies and procedures. The incumbent will develop, coordinate and manage request for information and proposal processes; draft, execute and manage contract and contract amendment processes; lead contract and grant monitoring efforts including site visits, financial reconciliation, invoice oversight and approval, program and financial reporting; final close-out contract evaluation; and consultation/technical assistance with contractors and grantees. The incumbent will collaborate on targeted activities, projects and outcomes with other Behavioral Health, Housing, and Deaf & Hard of Hearing Services staff, staff from other DHS divisions and other state agencies. The incumbent will be involved in providing technical assistance and consultation regarding all phases of the grants and contracts processes and program operations with a variety of stakeholders including county and tribal governments, public health agencies, treatment and other social service providers, advocacy and other interested groups. The incumbent, reporting directly to the Special Projects Manager, will report on various activities, projects, and outcomes to other supervisors and managers within the agency, division or department. The incumbent's primary program focus will be grants for community members and culturally specific providers for grant writing training for substance use and recovery-related grants. The incumbent will support new and prospective culturally specific providers to navigate complex systems, advocate for systemic simplifications, and support the expansion of culturally specific programs. The incumbent will be available to support programs one to one in the areas of education, empowerment, and resources so programs can be successful in procurement processes and know how to access business development resources. The grants will also include financial support for the providers to expand their capacity to serve clients. The incumbent will develop the templates of project proposals from providers, aid the providers to complete requests and present the recommendations for funding to the management team, among other tasks listed below. The incumbent will also make and manage other behavioral health-related grants.
Domain of responsibilities includes:
Lead, direct and coordinate the grant and contract processes in assigned program/project/service area during pre-award, award, post-award, monitoring and close-out phases. Activities include request for information and proposal development and execution; determining; proposal collection, evaluation, selection and awarding processes; contract and contract amendment development and execution; program/project/service reporting development and review; site visit preparation, implementation and review; contract close preparation, implementation and review including final reporting and grantee or contractor evaluation. Lead, direct and coordinate partner and community engagement in assigned project/program/service area. Activities include interagency work, advisory councils, RFI and RFP processes, partner community group participation and engagement and presentations regarding project/program/service area. Lead, direct and coordinate the budget and business processes in program/project/service area assigned. Activities include financial reporting, review, financial reconciliation, budget development, invoice and budget revision approval. Develop and maintain working knowledge of subject matter related to the Culturally Informed and culturally Responsive Taskforce and other pertinent behavioral health subject matter, and related policy and operational trends. Maintain working knowledge of other subject matter as the need arises. Attend conferences and trainings. Seek out and consume emerging content. Qualifications Minimum Qualifications To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held. Two (2) years of experience demonstrating expertise with government grants and/or contract competencies.
Experience must clearly demonstrate:
Strong understanding of core contract and/or grant management standards and practices that include managing RFPs. Understanding of grant knowledge roles and relationships of county, tribal, state, and federal governments. Experience negotiating contracts terms with a wide variety of contractors and/or grantees. Data research skills are sufficient to identify best practices, abnormalities and track measurable results. Program and project management skills that also include tracking grant budgets and presenting program efforts. Bachelor's degree in social work, psychology, public Health, or another related fields may substitute for one (1) year of work experience . Preferred Qualifications Variety of experiences working effectively with others from different backgrounds and cultures. Knowledge of Minnesota's Human Services Behavioral Health Programs and/or delivery systems. Experience presenting data. Certified by the National Grant Management Association (NGMA). Engagement and outreach skills to negotiate a variety of interests to reach consensus. Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns. Experience working in or with culturally specific providers of SUD or related services. Demonstrated knowledge of culturally informed services and the unique needs of culturally specific providers Knowledge of trauma-informed and culturally-resonate evaluation practices.
