Pay Grade:
55 Salary Commensurate with Experience and Education Minimum Qualifications Five (5) years experience in an increasingly responsible administrative capacity; AND Bachelor's degree from an accredited college or university in Public Administration, Health Services Administration/Management, Business Administration, Project Management, Operations Management, Social Work, Sociology, or a closely related field; OR An equivalent combination of related education, and/or experience. Master's degree in a related field is preferredPROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.
Duties and Responsibilities Recommends agency goals and collaborates with leadership to develop and monitor strategic and operational plans. Oversees project management activities to ensure alignment with agency priorities and grantor requirements. Analyzes program data to assess outcomes and informs decision-making through performance dashboards and reports. Coordinates with managers to align program objectives with departmental goals, ensuring compliance with grant guidelines and quality standards. Manages personnel responsibilities, including hiring, training, performance appraisal, and resolving issues. Develops and manages project timelines, deliverables, and key performance indicators (KPIs) for initiatives. Allocates resources effectively to maximize program efficiency and impact. Assists in budget preparation, monitoring expenditures, and analyzing variances. Ensures compliance with personnel, procurement, and financial policies at the county, state, and federal levels. Acts as the point of contact for human resources matters and compliance with relevant laws. Leads research and submission of funding applications, ensuring compliance with grant requirements. Builds and maintains relationships with grantors and stakeholders to support program success. Develops tools and processes for tracking project progress and measuring program effectiveness for continuous improvement. Performs other related duties as assigned or directed. KSAs Knowledge of modern leadership techniques and the ability to apply them in directing work of other. Ability to develop timetables and staffing projections and ability to monitor and revise as needed to meet deadlines. Ability to prepare budgets, financial reports, and cost analyses in accordance with Shelby County policy. Skill in data analysis, program development and management, and grant writing Knowledge of the principles of human resources, and ability to learn Shelby County's personnel regulations and procedures Ability to supervise staff, assign tasks, develop and conduct performance reviews, develop and implement performance improvement plans Ability to communicate effectively and clearly, verbally and in writing, with employees, other departments in Shelby County and the public Ability to establish and maintain effective working relationships with supervisors, co-workers, service providers, community partners, community planning groups, and the general public Ability to understand, apply and communicate rules, regulations, and guidelines mandated by local, state, and federal funding sources Ability to manage multiple projects and assignments requiring both short and long term planning Proficient knowledge of Microsoft Office programs, specifically Excel. Special Requirements Must be able to respond effectively to crisis situations. Must be able to work evenings and weekends as required. The residency requirement shall not apply to certain public safety/civil service employees. This means exemption from this policy is in effect for the following departments and positions: (1) Sheriff Deputy Patrol Officers, Deputy Jailers and Dispatchers, employed by the Sheriff Department, (2) Correction Officers employed by the Division of Corrections, (3) Firefighters, Paramedics and Dispatchers employed by the Shelby County Fire Department.
