Technicians and gain ALARNG membership, all current federal employees, all U.S. Citizens Duties Help (1) Receipt and Accountability of federal property: Analyzes possible redistribution of equipment through transfer, loan or assignment. Reviews and processes external as well as internal loans/leases th may impact readiness or mission requirements. Processes and accounts for through agency coordinion the in coming and outgoing federal property assignment. Processes and tracks equipment changes in Modified Table of Organizion and Equipment (MTOE) or Table of Distribution and Allowance (TDA). Process electronic requests for TDA and MTOE changes through NGB to DA to achieve the actual Letter of Authorizion (LOA). Reviews and requests LOA for Discretionary items, Commercial non-Standard items, Common Table of Allowance (CTA) items, and non-Property Book Unit Supply Enhanced (PBUSE) system. Monitors and maintains tracking and accountability of all Rapid Fielding Initiives within the ste or unit of assignment. Reviews all commercial requests for property, Procurement Web (PR WEB), Delivery Orders for authorizions. Performs extensive fact finding, investiging and recommends corrective action to resolve problems. Coordines with Force Integrion Readiness Officer and establishes a suspense file for equipment authorizions awaiting
MTOE/TDA/CTA
changes. Manages receipt documents for the Total Package Fielding, Rapid Fielding Initiive and Special Procured federal property from any source. (2)
Property Redistribution:
Works with units assigned in dealing with distribution and redistribution of Equipment and Assets. Redistributes Equipment intra and inter ste. Using redistribution programs and standard logistics STAMIS programs and guidance from NGB, DA and LOGSA inities actions for proper transfer and movement. (3)
Property Asset Reporting:
Performs Quarterly Equipment on hand analysis by unit identificion code (UIC) to improve equipment accountability to ensure all UIC units are valided on. Manages and analyzes the Unique Item Tracking (UIT) reports to LOGSA for sensitive and high visibility assets. Coordines all activities for Property Book officers when there is a UIC th is loced in multiple stes. (4)
Reconciliions:
Valides ste asset visibility and accountability of federal assets using PBUSE. Inities and recommends unit s for performance of reconciliions. Assists with and monitors posting as the result of unit reconciliions (Annual, change of PBO or change of Command). Provides expertise, recommendions and training directly to Property Book Officers, Supply Personnel or Unit Personnel for property accountability procedures. Resolves inventory problems and where items may be lost or damaged and is must be able to use judgment as applicable regulions may be ambiguous. (5)
Mobilizion and Support Responsibilities:
Reviews, valides and establishes accountability for mobilizing units and organizions. Performs inventories, site s and coordinion with the ste mobilizion office to insure accountability and proper property books are established for deploying activities. (6)
Customer Support:
Processes PBUSE reject reports, performs S-Tops system administrion, updes Standard Opering Procedures (SOP) internally and for UIC units, inities Letters of Instruction to units and organizions, processes and manages Standard Study Number-Line Item Number Automed Management and Integring System (SLAMIS) transactions. Process unit and activity requests for Department of Defense Activity Address Code (DODAAC). Prepares ste, NGB, DA and DOD directed reports th deal with property accountability and visibility. (7) Performs a wide range of supply actions to accomplish required duties. Uses multiple supply systems and supply da files. (8) Performs other duties as assigned. : Experience, educion, or training in a variety of operions or situions concerned with substance or content of supply actions, requiring ability to decide course of action to take, considering the circumstances or conditions encountered. Knowledge of basic or commonly applied rules, procedures, or operions such as, filling out, posting, filing, controlling, or coding documents and/or transactions. Experience using computer and automion systems.
SPECIALIZED EXPERIENCE
1-year specialized experience equivalent to least the next lower grade. Knowledge of governing supply regulions, policies, procedures, and instructions applicable to the specific assignment. Experience conducting searches for required informion; reconstruct records for supply transactions; and/or provide supply operions support for activities involving specialized or unique supplies, equipment, and parts. Experience performing various aspects of supply specialist work based on practical knowledge of standard procedures, where assignments include individual case problems reled to segments in one or more major areas of supply management. Experience which required person-to-person contacts to convey informion and ability to compile reports, letters, memoranda, etc. Consistent with the grade level determining duties in the position description, higher grade level specialized experience may include experience controlling supply stocks and accounting for equipment, caloging, maintenance, and disposal procedures. Completing complex supply transactions; and/or providing supply operions support. Experience coordining with other organizions on complex and controversial supply issues. Experience analyzing, developing, evaluing to improve supply programs, policies, procedures, techniques, etc. Knowledge on the entire inventory management supply system. Experience providing advice and guidance on supply regulions to upper levels of management regarding supply functions.
KNOWLEDGE REQUIRED
  • -Knowledge of a wide range of supply systems, regulions and established techniques to maintain and account for federal assets. Knowledge and skill in performing analysis, interaction and providing recommendions based on the systems and personnel th become involved in the process.
  • -Knowledge of supply operions and skill in applying the principles and practices of supply management, merial storage, inventory, and excess property management to provide technical assistance and instruction to customers.
  • -Knowledge to conduct extensive and exhaustive research for required informion to reconstruct records to evalue complex supply transactions.
  • -Detailed working knowledge of the UIC organizional procedures, systems and practices. Knowledge of the regulory requirements and the unit level to be able to address these same issues the Supply Support Activity level. (MTOE, TDA, BOIP, CIF-ISM, SAS-MOD, SAARS, GPC and SAMS-E) and to coordine, facilite or coopere with various agencies ste, local or federal level (NGB, DA, DOD, LOGSA etc).
  • -Knowledge and ability to do general analytical tasks, establish recommended actions, correspond verbally or through written reports and do this multiple levels throughout the ste or to other governmental agencies.
  • -Detailed and practical knowledge of the goals, objectives, work methods and functions of automed logistics programs and systems to provide assistance in the interfaces between various STAMIS. Incumbent must be technical expert on supply policies and procedures.
  • -Knowledge and ability to utilize, input and manage da base applicions through spreadsheet, word document or various STAMIS programs either internally or WEB based.
