Job Description Program Analyst, Acquisition Specialist Full Time Professional Aberdeen Proving Ground, MD, US Salary Range:
$130,000.00 To $150,000.00 Annually QED Systems, LLC, is currently recruiting a Program Analyst, Acquisition Specialist to join our team at APG, MD to support our customer, Project Manager Intelligence Systems & Analytics (PM IS&A).
Duties:
Provide acquisition management support in accordance with DoD 5000-series regulations and policies. Apply analytical and measurement skills to support product teams in developing, maintaining, and coordinating Milestone Decision Authority (MDA) acquisition packages for milestone approval. Support the development and maintenance of Acquisition Strategies and Plans, Acquisition Program Baselines (APBs), Test and Evaluation Master Plans (TEMPs), Systems Engineering Plans (SEPs), Life Cycle Sustainment Plans (LCSPs), and other required acquisition documentation. Develop, draft, coordinate, review, and update program documentation required to support acquisition milestones and decision events. Provide government program management support across budgeting, scheduling, trade-off analysis, lifecycle costing, risk management, supportability, test and evaluation, and requirements development. Analyze program cost, schedule, performance, risk, and technical data to support acquisition planning and program decision-making. Coordinate with product teams, program offices, engineering, testing, logistics, and other stakeholders to develop and maintain integrated acquisition plans and documentation. Support program planning and execution throughout the acquisition lifecycle, ensuring program requirements, documentation, and management processes remain aligned with DoD acquisition policies and objectives.
Required Skills & Experience:
Detail-oriented with excellent technical, verbal, and written communication skills. Demonstrated in-depth knowledge of DoD 5000-series acquisition policies and processes, including acquisition strategy development, with the ability to apply this expertise beyond traditional accounting and financial management functions.
Required Clearance:
ACTIVE CLEARANCE LEVEL REQUIRED
Secret Qualifications:
Bachelor's degree required. Degree may be Business, Accounting, Program Management, Engineering or related degrees. A minimum of twelve (12) years of experience managing government programs is required. Four (4) additional years of related experience may substitute degree requirement. Must have at least five (5) years of direct experience with verbal and written communication to include presentations and/or briefings to product managers, division chiefs or equivalent grade.
Travel:
Less than 25% travel is expected for this position. Travel may include continental United States and outside continental United States locations.
Work Environment:
This position will be co-located with the customer and other contractors in Government office spaces.

Physical demands of this position include ability to: Be independently mobile. Communicate effectively with co-workers and customers. Withstand prolonged periods of sitting at a desk and computer use. Climb stairs, ramps, ladders, and work stands. Position Type/Expected Hours of Work:
This is a full‐time position, Monday through Friday. Flexibility around core hours. Travel may occur outside of normal core hours.
