Reporting to the Director of Planning, the Supervising Planner - Transportation serves as Section Head for the Transportation Section of the Planning Division. The position provides leadership, staff supervision, project management, and technical expertise for the County's transportation planning program. The Supervising Planner oversees transportation studies, grant-funded initiatives, capital planning support, regional coordination, and policy development, while ensuring that section assignments are completed accurately, efficiently, and within the established schedules and budgets. Essential Functions Lead and manage the Transportation Section, including establishing priorities, assigning and reviewing work, monitoring schedules and deliverables, and ensuring the quality and timely completion of section work products. Supervise, mentor, and evaluate professional transportation planning staff; provide ongoing direction, constructive feedback, professional development, and performance management. Develop, implement, and monitor the Transportation Section's annual work program, project schedules, consultant assignments, grant obligations, and applicable budgets. Oversee Somerset County's participation in transportation planning and programming activities conducted by the North Jersey Transportation Planning Authority (NJTPA), New Jersey Department of Transportation (NJDOT), NJ TRANSIT, and other state, federal, regional, and local partners, including the Transportation Improvement Program, Unified Planning Work Program, Subregional Transportation Planning Program, and related initiatives. Serve as project manager for NJTPA technical studies and other major transportation planning projects, including managing scopes of work, consultant contracts, schedules, budgets, public involvement, technical deliverables, and agency coordination. Identify funding opportunities and lead the preparation, submission, administration, and closeout of transportation planning grant applications and agreements. Support County capital programming activities by coordinating transportation priorities, developing planning-level recommendations, and assisting with updates to relevant capital programming policies and guidance. Organize and support meetings of the County Planning Board's Transportation Committee, including agenda development, presentations, technical materials, meeting coordination, and follow-up actions. Represent the County on transportation-related boards, committees, coalitions, and working groups, as assigned, and coordinate with municipalities, nonprofit organizations, business groups, transit providers, and other stakeholders to advance County transportation priorities. Develop transportation policies, strategies, and recommendations that improve mobility, safety, accessibility, sustainability, and multimodal connectivity throughout Somerset County. Prepare and deliver technical reports, memoranda, resolutions, grant materials, presentations, policy analyses, and recommendations for County leadership, the Planning Board, partner agencies, and the public. Provide transportation planning expertise and policy analysis to other Planning Division sections, County departments, municipalities, and interdisciplinary project teams, as assigned.

Perform other duties as assigned by the Director of Planning and/or the Director of Engineering & Planning. General Responsibilities Apply sound professional judgment and current transportation planning practices to complex projects, programs, and policy matters. Build consensus and maintain productive working relationships with elected and appointed officials, municipal representatives, agency partners, consultants, advocacy organizations, community stakeholders, and the public. Manage multiple priorities and deadlines while maintaining accurate project records and compliance with County, grant, procurement, and reporting requirements. Communicate complex technical and policy information clearly through public speaking, presentations, negotiation, facilitation, and written materials.

Participate in cross-departmental and interagency collaboration to support broader County planning, infrastructure, resiliency, economic development, and quality-of-life goals Qualifications Essential Bachelor's degree in Urban or Regional Planning, Transportation Planning, Geography, Public Policy, Civil Engineering, or a related field. A minimum of seven (7) years of progressively responsible professional planning experience, including supervision or management of professional staff. Current licensure as a New Jersey Professional Planner and certification by the American Institute of Certified Planners (AICP) or the ability to obtain both within one year of hiring. Demonstrated experience leading transportation planning programs or complex planning studies; managing consultant contracts, project schedules, budgets, and grants; and coordinating across multiple jurisdictions and agencies. Working knowledge of federal, state, regional, and local transportation planning and funding programs, including metropolitan planning organization processes. Demonstrated leadership, decision-making, staff development, and performance-management skills. Strong project management, analytical, organizational, written communication, public speaking, facilitation, negotiation, and stakeholder-engagement skills. Ability to manage multiple projects simultaneously and work effectively with diverse groups and competing interests to advance County priorities. Proficiency in Microsoft Office applications and familiarity with GIS, transportation data, and data-visualization tools Preferred Master's degree in Planning, Transportation Planning, Public Policy, Civil Engineering, or a related field; a relevant master's degree may be substituted for up to two years of experience. NJTPA, NJDOT, NJ

TRANSIT, or comparable metropolitan, state, or regional transportation agencies and programs. Experience managing interdisciplinary teams and large-scale transportation plans, corridor studies, safety initiatives, multimodal programs, or public-involvement processes.

Familiarity with New Jersey county or regional government operations, public-sector procurement, and capital programming.

Salary Range:
