1 Year Position Overview A leading biopharmaceutical company is seeking an experienced Manager, Vendor Outsourcing to support clinical development programs within Oncology. This role will lead end-to-end sourcing and contracting for full-service CROs supporting clinical trials. The ideal candidate will have strong experience managing CRO sourcing, RFPs, vendor selection, contract negotiations, clinical trial budgets, change orders, and vendor relationships , particularly within Phase II/III clinical development . Key Responsibilities Lead sourcing and contracting activities for full-service CROs supporting clinical development programs. Develop and execute clinical vendor sourcing strategies and category plans. Manage the complete sourcing lifecycle, including RFI, RFP, vendor evaluation, bid defense, vendor selection, contracting, negotiation, change orders, and contract closeout . Negotiate complex and high-value CRO agreements, budgets, scopes of work, and contractual terms. Partner with Clinical Operations, Legal, Finance, Regulatory, Compliance, and other stakeholders throughout the contracting process. Analyze vendor proposals, clinical trial budgets, cost drivers, and benchmarking data. Lead CRO bid defense meetings and support vendor selection recommendations. Manage study-level vendor relationships and resolve complex contracting or scoping issues. Identify opportunities for cost savings, process improvements, and vendor management efficiencies. Monitor vendor performance and manage contract amendments and change orders. Ensure sourcing and vendor selection activities comply with applicable policies, regulations, and risk requirements. Support internal stakeholders with clinical contract budgeting, development, and administration. Required Qualifications 5+ years of relevant experience in clinical development outsourcing, CRO sourcing, vendor management, or clinical services procurement. Direct experience with full-service CRO agreements and clinical services contracting . Strong experience with end-to-end CRO sourcing and contracting , including RFI/RFP, vendor selection, negotiation, and change-order management. Experience supporting Phase II/III clinical trials . Strong understanding of the clinical research process and regulatory environment. Experience analyzing and negotiating complex clinical trial budgets and cost drivers. Strong understanding of contractual, financial, and operational aspects of CRO relationships. Excellent communication, negotiation, stakeholder management, and problem-solving skills. Bachelor's or Master's degree in a relevant discipline. Preferred Qualifications Oncology clinical development experience. MBA or JD. PMP, CPSM, or equivalent certification. Experience with global CRO sourcing and contracting. Experience with benchmarking, cost containment, and category management. Important Candidate Profile Candidates should have direct CRO sourcing and contracting experience . Experience limited primarily to Clinical Trial Agreements (CTAs), investigator/site contracts, commercial contracts, supply contracts, or Clinical Operations budget review will not meet the core requirement. Candidates with primarily RWE/Phase VI contracting experience may not be suitable because this role focuses on CRO contracting supporting Phase II/III clinical development.
