Waterways Manager/Marine Operations Manager Bel Marin Keys Community Services District Bel Marin Keys / Novato, California Full-Time Position About the Position The Bel Marin Keys Community Services District (BMKCSD) is seeking a full-time Waterways Manager to lead the day-to-day management, operation, maintenance, and monitoring of the Bel Marin Keys waterways, lagoons, and related infrastructure. This is a unique position, and we do not expect candidates to arrive knowing every aspect of the job. We are looking for the right person with a combination of leadership ability, practical experience, mechanical aptitude, good judgment, communication skills, and a willingness to learn and grow into the specialized responsibilities of managing the Bel Marin Keys waterways. Candidates may come from a variety of backgrounds, including marine or marina operations, boating, public works, facilities management, environmental or natural-resource management, aquatic or wildlife management, construction, mechanical maintenance, water systems, or other related hands-on fields. The successful candidate will be someone who enjoys working both in the field and with people. One day may involve meeting with a hydrologist or water-quality consultant, coordinating a contractor, and communicating with residents; another may involve operating a District boat, inspecting a navigation lock, checking water conditions, troubleshooting equipment, or making a minor repair. BMKCSD will provide the successful candidate with the opportunity to learn the District's unique lagoon systems, navigation locks, flushing operations, water-quality programs, infrastructure, and operating procedures. What We Are Looking For More important than experience in one specific industry, we are looking for someone who: Is a self-starter who takes ownership of problems and follows them through to completion. Has strong mechanical aptitude and enjoys figuring out how equipment and systems work. Is comfortable operating boats and working on and around the water. Can use hand and power tools and perform routine maintenance and minor repairs. Has the ability to manage contractors, consultants, projects, schedules, and recurring maintenance programs. Can learn technical information and turn recommendations from engineers, hydrologists, biologists, and other specialists into practical field activities. Communicates clearly and professionally with residents, District staff, Board members, consultants, and contractors. Is organized and able to maintain reliable records, schedules, inspection reports, and maintenance documentation. Can identify potential problems before they become larger issues. Understands when a problem can be handled internally and when specialized expertise is required. Is comfortable working independently while also being part of a larger team. Wants to learn, develop, and grow into a long-term leadership role with the District. Key Responsibilities Waterways & Lagoon Management Manage and perform routine lagoon flushing operations based on established schedules, tide conditions, water levels, weather, and water-quality requirements. Monitor lagoon and creek conditions and collect water-quality samples. Maintain accurate records of flushing events, water levels, testing, inspections, treatments, and other waterway activities. Monitor lagoon conditions for algae, aquatic vegetation, floating debris, erosion, and other conditions requiring attention. Manage and assist with seasonal lagoon vegetation and biological treatment programs. Monitor and adjust lagoon water levels in preparation for storms and seasonal conditions. Lead the development and continuous improvement of water-management and maintenance programs for both the North and South Lagoons. Marine Infrastructure & Equipment Regularly inspect the North and South navigation locks, flood-control and lagoon infrastructure, docks, ramps, buoys, levees, pumps, aeration systems, gates, and related equipment. Perform routine preventative maintenance and minor repairs. Identify problems early and coordinate specialized repairs with outside contractors when required. Operate District boats for inspections, buoy work, maintenance, and other waterway activities. Perform basic boat and equipment maintenance, including routine servicing, inspections, cleaning, and troubleshooting. Maintain tools, equipment, supplies, and inventory needed for day-to-day operations. Lead the development and implementation of preventative maintenance programs for District waterway equipment and infrastructure. Water Quality & Environmental Coordination Manage and coordinate the District's relationships with water-quality consultants, hydrologists, biologists, engineers, and other technical professionals. Learn and understand the District's water-quality and lagoon-management programs. Follow technical recommendations and translate them into practical field operations. Collect water samples and assist with ongoing monitoring programs. Maintain accurate and repeatable records for review by District management, consultants, and regulatory agencies. Assist District leadership in identifying and planning future waterway-management needs. Community & District Communication Serve as a visible, approachable, and professional representative of the District within the Bel Marin Keys community. Communicate professionally with residents regarding waterway conditions and operations. Provide regular updates to the District Manager and District leadership regarding waterway conditions, maintenance needs, unusual conditions, and recommended actions. Manage and coordinate contractors and consultants performing work for the District. Conduct navigation lock walkthroughs and orientations for new residents as needed. Assist with waterway-related projects and community maintenance activities. Facilities & General Maintenance This is a hands-on management position. In addition to managing waterways operations, the Waterways Manager will participate in routine District property and facility maintenance, including: Minor repairs and general maintenance. Inspection of gates, locks, pumps, drains, lighting, docks, landscaping, and other District facilities. Cleaning and pressure washing as needed. Basic painting, lubrication, equipment servicing, and preventative maintenance. Maintaining District work areas, sheds, vehicles, tools, and equipment. Coordinating contractors when work requires specialized expertise. Experience & Qualifications There is no single career path required for this position. Candidates with transferable skills and the ability to learn are strongly encouraged to apply. Relevant experience may include one or more of the following: Marine, marina, harbor, or boating operations. Waterway, lagoon, lake, or aquatic management. Public works or municipal operations. Environmental, natural-resource, fisheries, or wildlife management. Facilities or property management. Construction or construction management. Mechanical, hydraulic, pump, or equipment maintenance. Water or wastewater operations. Water-quality monitoring or environmental field work. Other hands-on technical or operational management experience. Prior direct experience managing a lagoon or waterway system is not required. Preferred Experience The following experience is helpful but not required: Operating and maintaining powerboats. Working with marine, hydraulic, pump, mechanical, or water-control equipment. Working around navigation locks, marinas, docks, lagoons, lakes, or similar waterways. Water-quality sampling or environmental monitoring. Managing contractors, consultants, and vendors. Developing preventative maintenance or inspection programs. Working for a public agency, special district, marina, property-management organization, environmental organization, or similar operation. Physical & Work Environment This is an active, field-oriented position and is not primarily a desk job. The Waterways Manager must be comfortable working outdoors, operating boats, walking docks and shorelines, using tools and equipment, performing routine maintenance, and working around water and marine infrastructure. Work schedules will occasionally be influenced by tides, weather, storms, seasonal water conditions, and operational needs. Compensation & Benefits Salary:
$100,000 - $150,000 per year, depending on qualifications and experience.
