MANAGER, SOLID WASTE DIVISION

Job Description

GENERAL DESCRIPTION OF POSITION

Directs and administers all residential and commercial solid waste collection operations for the City, including route management, personnel supervision, budget oversight, fleet coordination with the Fleet Division, customer service, and regulatory compliance. Plans and leads the Division's workforce development, credentialing, and succession planning efforts. Reports to the Public Works Director and serves as the principal point of accountability for Solid Waste Division performance.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Directs day-to-day operations of the Solid Waste Division through the Residential Operations Supervisor, Commercial Operations Supervisor, Field Services & Asset Coordinator, Dispatcher/Route Coordinator, and Administrative Assistant. Develops and administers the Division's annual operating budget; monitors expenditures against approved appropriations. Establishes route, staffing, and equipment plans in coordination with the Field Services & Asset Coordinator and Fleet Division. Sets performance standards and monitors Division KPIs; reports results to the Public Works Manager and City leadership. Oversees recruitment, credentialing, training, and succession planning for all Division classifications. Resolves escalated customer service, personnel, and operational issues. Ensures compliance with FDEP, OSHA, DOT/CDL, and other applicable regulatory requirements. Represents the Division in interdepartmental planning, labor relations discussions, and community engagement. Performance Expectations (KPIs):

• Route completion rate and on-time collection percentage Cost per ton/per household collected against budget Employee retention and internal promotion rate Safety incident rate and Workers' Compensation claims trend Customer service response and resolution time Perform any other related duties as required or assigned.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

• Thorough knowledge of municipal solid waste collection operations, equipment, and regulatory requirements. Demonstrated leadership, budgeting, and organizational management ability. Ability to interpret and apply labor agreements, personnel policies, and public sector employment law. Strong written and verbal communication skills for internal and public-facing communication. Ability to analyze operational data and develop corrective action plans.

EDUCATION AND EXPERIENCE

Bachelor's degree in Public Administration, Business Administration, Environmental Science, or a related field, and five (5) years of progressively responsible solid waste or public works operations experience, including three (3) years of supervisory or management experience; or an equivalent combination of education and experience.

REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS

• Valid Florida Driver's License in good standing APWA Certified Public Works Manager (CPWP-M) — required within 12 months of hire/promotion if already APWA-eligible at time of hire/promotion; otherwise required within 24 months of establishing APWA eligibility (eligibility requires 3 years of supervisory experience under the applicable APWA education/experience pathway) SWANA Certified Collection Systems Manager (or equivalent SWANA manager-level credential) — required within 24 months of hire/promotion OSHA 30-Hour General Industry — required within 12 months of hire/promotion

PREFERRED CERTIFICATES, LICENSES, REGISTRATIONS

• APWA Certified Public Works Manager (CPWP-M) held at time of hire Prior SWANA or state solid waste association leadership involvement

RESPONSIBILITY FOR FUNDS, PROPERTY AND EQUIPMENT
Annual Budget:

Solid Waste Division operating budget (Fund 4024200) Responsible for oversight of all Division vehicles, containers, and field equipment in coordination with the Fleet Division and Field Services & Asset Coordinator.

SUPERVISORY RESPONSIBILITIES

This position will directly supervise 5 (Residential Operations Supervisor, Commercial Operations Supervisor, Field Services & Asset Coordinator, Dispatcher/Route Coordinator, Administrative Assistant) employees. This position may indirectly supervise approximately 26 (Crew Leaders, Lead Equipment Operators, Equipment Operators, and Field Services & Asset Technicians) employees. Supervisory responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.

ANALYTICAL ABILITY / PROBLEM SOLVING

Requires the ability to analyze operational, budgetary, and personnel data to identify trends and develop solutions to complex, non-routine operational problems.

PLANNING

With regard to general assignments in planning time, method, manner and/or sequence of performance of own work. Plans the work of the entire Division over annual and multi-year horizons, including budget, staffing, and capital equipment planning.

DECISION MAKING

Performs work operations which permit opportunity for decision-making of minor importance: Frequently, in daily operational adjustments. Performs work operations which permit opportunity for decision-making of major importance: Regularly, including budget, personnel, and policy decisions with Division-wide impact.

COMMUNICATION SKILLS

Requires the ability to communicate effectively, both orally and in writing, with employees, City leadership, elected officials, labor representatives, and the public.

MATHEMATICAL SKILLS

Requires the ability to apply budgeting, forecasting, and cost analysis concepts.

CRITICAL THINKING SKILLS

Requires strong critical thinking to resolve operational, personnel, and policy issues with City-wide implications.

SUPERVISION RECEIVED

Works under general direction of the Public Works Manager, with latitude for independent judgment in Division administration.

MENTAL DEMAND

High; requires sustained attention to competing operational, budgetary, and personnel priorities.

USE OF MACHINES, EQUIPMENT AND/OR COMPUTER

Standard office computer and software; may operate a City vehicle for field oversight.

ACCURACY

High degree of accuracy required in budget administration and personnel/regulatory documentation.

PUBLIC CONTACT

Frequent contact with residents, businesses, and community stakeholders regarding service issues and Division initiatives.

EMPLOYEE CONTACT

Frequent contact with all levels of Division staff, other City departments, and labor representatives.

ADDITIONAL INFORMATION

All employees are required to participate in HR-sponsored professional development training at a minimum cadence of twice annually. Specific training topics will be identified periodically by Human Resources and communicated to employees and supervisors in advance. This position leads the Division's implementation of the City's

credentialing framework across all Solid Waste classifications.
