This position leads, manages, and coordinates programs and activities related to field operations, maintenance and construction, and fleet services. Provides oversight and integration of operational functions to ensure effective service delivery, regulatory compliance, and alignment with organizational goals. Essential Functions ( The essential functions listed below are not intended to reflect all duties that may be assigned to this classification. Clean Water Services (CWS) may augment duties and/or essential functions at its discretion. Additionally, some incumbents may not perform all Essential Functions.) Provides leadership, planning, and direction for field operations, maintenance and construction, and fleet services activities within CWS service area. Ensures alignment with organizational goals, regulatory requirements, and operational standards. Creates and guides the development, modification, and implementation of the department's priorities, goals, objectives, and permit required performance standards related to retention/detention facility maintenance, stormwater ditch maintenance, street sweeping, TV inspection, flow monitoring, sanitary sewer, and storm sewer conveyance system line cleaning and maintenance, catch basin maintenance, repair/replacement of infrastructure, and customer response. Manages service level objectives; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; implements structured improvement initiatives for the department. Provides advanced technical guidance to staff and the Utility Operations Director. Advises on field operations, maintenance and construction practices, and fleet services to support informed decision-making. Prepares and administers budget; ensures adequate staffing, equipment, and other resources are available to support efficient and cost-effective operations. Negotiates and administers contracts for department studies, services, purchases, and permits. Ensures compliance with standards, timelines, and budget requirements. Collaborates with staff to support infrastructure improvements, repairs, and rehabilitation of assets located in the public right-of-way and on CWS property and easements, including support of the Water Resource Recovery Department, Natural Systems and Environmental Services, Reuse, and Building and Facilities Services. Mediates and resolves complex technical, sensitive, or controversial issues affecting internal programs and community-impacted projects, facilities, and services. Represents the department to elected officials, agencies, community groups, partner organizations, and media; integrates departmental programs with external partners. Coordinates objectives and work efforts across CWS departments and divisions. Implements established policies and recommends new or revised policies to improve operational performance. Participates in CWS performance excellence teams and may act as a facilitator and leader on teams; leads the department's Goal Share program development and initiatives. Manages the work of technical, professional and/or supervisory staff. Oversees employee development and performance, including selection and training; preparation of performance appraisals, and development or improvement plans; resolves complaints and grievances; implements disciplinary actions. Creates and maintains a positive, engaged, equitable, and inclusive workplace culture within the department, to improve the work groups' understanding and recognition of diversity in the workplace, and foster multidisciplinary and integrated team approaches. Drives a CWS or personal vehicle for work-related purposes. Qualifications

The following are the minimum qualifications for this position. 5 years of experience managing teams within operations, maintenance, and construction of a sewage conveyance system at a wastewater or stormwater utility; 5 years of experience in the planning, operation, maintenance, and construction of stormwater or sewage conveyance systems; Bachelor's degree in civil or environmental engineering, environmental science, business administration, public administration, or a related field preferred.CERTIFICATION AND LICENSURE REQUIREMENTS
Candidates must possess and maintain an Oregon Department of Environmental Quality (DEQ) Level IV Wastewater Treatment or Collections Certification or be able to obtain the certification within six months of hire. Candidates must possess and maintain a valid state-issued driver's license.
