Overview:
Abaco Strategy is seeking an experienced Site Operations Manager responsible for the day-to-day management, execution, and operational oversight of USCIS Records Operations Support Services (ROSS) activities at the assigned facility. This leadership role ensures contract performance, operational efficiency, customer satisfaction, workforce management, and compliance with all USCIS, DHS, and contractual requirements. The Site Operations Manager serves as the primary onsite management representative and acts on behalf of the Program Manager when required. The role requires a hands-on operational leader capable of managing large teams, resolving operational issues, maintaining quality standards, supporting Government stakeholders, and driving continuous improvement initiatives in a fast-paced records management and production environment. Key Responsibilities Operational Leadership Direct and manage daily operations at the assigned USCIS facility. Ensure all contract requirements, production targets, timeliness requirements, and performance standards are achieved. Provide direct oversight of supervisors, quality personnel, and operational staff. Coordinate resources to maintain workflow efficiency and operational flexibility. Monitor work volumes, productivity, quality metrics, and staffing requirements. Manage day-to-day operational risks and implement corrective actions as needed. Government Customer Engagement Serve as the primary onsite liaison with USCIS Government representatives. Attend meetings, briefings, inspections, and operational reviews. Present oral briefings and status updates to Government oversight personnel. Respond promptly to Government requests, inquiries, and action items. Maintain a strong customer-focused approach to operational delivery. Program Support Act as the Program Manager when required, particularly at the NRC location during the Program Manager's absence. Implement program directives, policies, and operational initiatives. Support contract reporting, workforce planning, quality initiatives, and compliance activities. Collaborate with Quality Managers and Senior Supervisors to achieve program objectives. Workforce Management Lead, coach, and develop operational teams. Ensure adequate staffing levels and workforce readiness. Support recruiting, onboarding, training, and retention efforts. Monitor employee performance and implement improvement plans where necessary. Foster a culture of accountability, safety, quality, and customer service. Process Improvement Identify operational inefficiencies and recommend improvements. Support Lean Six Sigma initiatives and continuous improvement efforts. Analyze workflow processes and develop solutions to improve productivity and quality. Implement approved operational enhancements across the site. Reporting and Documentation Prepare operational reports, management summaries, SOPs, and process documentation. Support development and revision of Standard Operating Procedures. Maintain accurate records and performance data. Participate in audits, quality reviews, inspections, and corrective action activities. Minimum Qualifications Experience Minimum three (3) years of project, operations, site, production, or program management experience within the last five (5) years. Experience managing large operational teams and customer-facing service environments. Demonstrated success managing production operations, performance metrics, quality standards, and workforce management. Experience resolving operational issues and customer concerns while maintaining service levels. Education /Certification Required:
Bachelor's degree in one of these specific disciplines: program management, business or public administration, production/operations/manufacturing/quality management, technical management, information systems, engineering, or finance/accounting OR PMP Certification from the Project Management Institute (PMI) in lieu of the degree.Additional Requirement:
Possess or ability to obtain: Six Sigma Green Belt certification within 180 days of start date Possess or ability to obtain: OSHA 30 certification within 180 days of start date. Required Skills Excellent interpersonal communication and leadership skills. Strong organizational and planning capabilities. Ability to coordinate complex operational activities. Ability to work effectively with Government stakeholders. Strong verbal and written communication skills. Ability to prepare SOPs, reports, and executive summaries. Proven ability to conduct fact-finding and special project investigations. Experience presenting oral and written briefings to senior leadership. Strong analytical and problem-solving skills. Ability to manage time-sensitive and high-pressure situations. Demonstrated sound judgment and decision-making ability. Ability to manage multiple priorities simultaneously. 24x7 emergency-availability Preferred Qualifications Active DOJ Secret Clearance. OSHA 10 or OSHA 30 certification. Experience supporting DHS, USCIS, DOJ, or other federal agencies. Experience in records management, document processing, warehouse operations, mail operations, or production environments. Lean Six Sigma process improvement experience. Experience managing Service Contract Act (SCA) workforces. Abaco is an Equal Opportunity Employer.
