Overview:
Position Summary Abaco Strategy is seeking an experienced Quality Manager responsible for leading all quality assurance, quality control, compliance, auditing, training, and process improvement activities supporting the USCIS Records Operations Support Services (ROSS) contract. This position plays a critical role in ensuring contract compliance, operational excellence, and adherence to USCIS, DHS, and contractual quality standards across all assigned task areas. The Quality Manager serves as the primary quality leader for the site and works closely with Program Management, Site Operations Management, Government representatives, and operational staff to drive continuous improvement and maintain high-performance operations. The Quality Manager will oversee quality auditors, trainers, and quality support personnel while developing and maintaining a proactive quality management culture focused on accuracy, efficiency, compliance, and customer satisfaction. Key Responsibilities Quality Management & Oversight Lead all quality assurance and quality control activities for assigned USCIS operations. Develop, implement, and maintain quality management processes and procedures. Ensure compliance with all contract requirements, USCIS policies, DHS regulations, and applicable performance standards. Monitor quality performance metrics and identify trends, risks, and opportunities for improvement. Ensure operational activities consistently meet established quality and timeliness standards. Auditing & Compliance Direct quality audits, reviews, inspections, and process evaluations across all task areas. Evaluate operational adherence to Standard Operating Procedures (SOPs), policy requirements, and quality standards. Conduct root cause analysis for quality deficiencies and recommend corrective actions. Track and validate corrective action implementation and effectiveness. Support Government inspections, oversight reviews, and compliance assessments. Training & Workforce Development Lead quality training initiatives and support employee development programs. Supervise quality auditors, trainers, tutors, and quality support personnel. Identify knowledge gaps and coordinate targeted training activities. Ensure employees understand quality requirements, procedures, and performance expectations. Support onboarding and qualification activities for new staff members. Process Improvement Drive continuous improvement initiatives through Lean Six Sigma methodologies. Analyze operational processes to identify inefficiencies, defects, and opportunities for enhancement. Recommend and implement improvements that increase quality, productivity, and customer satisfaction. Partner with Site Operations Management to improve operational performance and reduce process variation. Reporting & Documentation Prepare and maintain quality reports, audit summaries, trend analyses, and corrective action documentation. Support preparation and revision of Standard Operating Procedures (SOPs), process guides, and work instructions. Deliver management briefings related to quality findings and improvement initiatives. Maintain accurate records of inspections, audit results, and corrective actions. Government Engagement Interface regularly with USCIS management personnel, CORs, and Government stakeholders. Provide quality performance updates and recommendations. Support responses to Government inquiries and quality-related investigations. Participate in operational reviews, briefings, and customer meetings as required. Minimum Qualifications Required Experience Minimum three (3) years of experience managing quality control operations . Demonstrated experience preparing, implementing, and monitoring internal procedures to ensure compliance with Government regulations and policies. Experience coordinating operational and administrative actions in a complex service delivery environment. Experience managing audits, inspections, compliance programs, and quality improvement initiatives.

Clearance Required:
Bachelor's degree: The bachelor's must be in one of: program management, business or public administration, production/operations/manufacturing/quality management, technical management, information systems, engineering, or finance/accounting Active DOJ Secret Clearance .
Additional Requirement:
Possess or ability to obtain: Six Sigma Black Belt certification within 180 days of start date. Required Skills Strong knowledge of quality assurance and quality control methodologies. Experience with performance metrics, quality audits, and compliance programs. Advanced analytical and problem-solving skills. Strong organizational and project management abilities. Excellent verbal and written communication skills. Ability to prepare executive-level quality reports and presentations. Strong attention to detail and process discipline. Ability to lead teams and influence operational improvements. Experience conducting root cause analysis and implementing corrective actions. Proficiency in Microsoft Office Suite and reporting tools. Preferred Qualifications Experience supporting DHS, USCIS, DOJ, or other Federal Government contracts. Certification or additional training in Quality Management Systems (QMS). OSHA 10 or OSHA 30 certification. Experience with ANSI quality standards and performance measurement programs. Background in records management, document processing, warehouse operations, or large-scale administrative operations. Functional Responsibilities Be physically present onsite at the assigned USCIS location. Lead all quality activities associated with contract task areas. Supervise quality auditors and trainers responsible for audit and training functions. Ensure quality processes support achievement of contract performance standards and acceptable quality levels (AQLs). Identify quality trends and proactively implement preventive and corrective actions. Collaborate with operational leadership to continuously improve performance and customer satisfaction. Pay:
$73,500.00 - $79,040.00 per year
