Job Description
Operations and Risk Manager Williamsburg-James City County Community Action Agency (WJCC CAA) is seeking an experienced and motivated Operations and Risk Manager to join our leadership team. This position plays a critical role in ensuring safe, efficient, and compliant operations across the agency's facilities and Head Start Preschool Program. Reporting to the Director of Human Resources and Operations , the Operations and Risk Manager provides leadership for agency facilities, maintenance, transportation, emergency preparedness, and risk management. The position supervises Transportation and Facilities staff and works collaboratively with program leadership to ensure compliance with Head Start Performance Standards, state licensing requirements, and agency policies. Primary Responsibilities Oversee the day-to-day operations of agency facilities and maintenance services. Manage preventive maintenance programs, facility inspections, repairs, and capital improvement projects. Lead the agency's risk management program, including safety initiatives, incident reporting, insurance coordination, and loss prevention. Ensure compliance with Head Start Program Performance Standards, applicable federal and state regulations, OSHA requirements, and local safety codes. Oversee the Head Start transportation program, including vehicle safety, maintenance schedules, transportation policies, and regulatory compliance. Supervise and support Transportation and Facilities staff through coaching, performance management, and professional development. Coordinate emergency preparedness planning, safety drills, business continuity efforts, and crisis response activities. Develop and maintain operational policies, procedures, and documentation. Monitor operational budgets, vendor contracts, and procurement related to facilities and transportation. Collaborate with agency leadership to promote safe, efficient, and high-quality services for children, families, staff, and visitors. Qualifications Associates degree in Business Administration, Public Administration, Facilities Management, Risk Management, or a related field preferred. Bachelor's degree preferred. Minimum of three years of progressively responsible management experience in facilities, operations, transportation, risk management, or a related field. Transportation or facilities management experience a plus. Supervisory experience preferred. Knowledge of facility operations, preventive maintenance, safety regulations, and risk management practices. Experience working with federally funded programs or nonprofit organizations is preferred. Knowledge of Head Start Program Performance Standards is preferred or the ability to quickly acquire such knowledge. Strong leadership, organizational, analytical, and problem-solving skills. Excellent communication and interpersonal skills. Proficiency with Microsoft Office and other business software applications. Valid Virginia driver's license with an acceptable driving record. A commercial driver's license is required within the first six months to year of employment. Why Join
