Position Summary The Area Operations Manager directs and coordinates the activities of the Operations Department, including the supervision, scheduling, and control of construction and maintenance functions to ensure system serviceability, safety, and reliable service to customers. This position supervises the Assistant Operations Manager and, as the principal manager of the department, both personally performs and directs others in the full range of operations duties. It reports to the Chief of Engineering & Operations / General Manager. Essential Duties & Responsibilities Leadership & Supervision
- Direct and coordinate the overall activities of the Operations Department to ensure system serviceability, safety, and reliable service to customers.
- Supervise the Assistant Operations Manager and local Operations Department personnel — providing direction, assigning and reviewing work, and evaluating performance.
- Responsible for the supervision, safety coordination, direction, scheduling, and control of construction and maintenance functions of the local Operations Department. Supervision & Scheduling
- Responsible for the supervision, direction, scheduling, and control of construction and maintenance activities of the Operations Department.
- Schedule daily work assignments for the crew(s), mechanic, electrical maintenance technician, meterman, and stores personnel.
- Review jobs before assignment to ensure proper planning and coordination. Field Operations Coordination
- Arrange joint work with other utilities or contractors.
- Arrange locates and set up outages.
- Handle tree-trimming requests.
- Respond to customer concerns or complaints.
- Coordinate and oversee fleet operations. Safety, Training & Administration
- Coordinate the department safety program.
- Compile required paperwork.
- Administer the apprenticeship program.
- Direct and assist in the training of employees. Engineering & System Support
- Work with the Engineering Department on field investigations, customer requirements, and specific job layouts as requested.
- Prepare work orders as required.
- Maintain communication with GIS mapping personnel to keep the system up to date. Qualifications Knowledge, Skills & Abilities
- Knowledgeable of the electrical transmission and distribution system, with responsibility for maintaining system serviceability.
- Familiar with District policies and committed to maintaining good customer relations.
- Ability to supervise, direct, train, and evaluate the Assistant Operations Manager and Operations Department personnel.
- Ability to establish and maintain effective working relationships with other employees.
- Ability to communicate clearly and concisely, both orally and in writing.
- Ability to remain calm in high-stress situations.
- Patience and a commitment to excellent customer service. Education & Experience
- Graduation from high school or equivalent.
- Five (5) years of utility line construction or utility engineering experience, of which two (2) years include supervisory experience. Other Requirements
- Must be available at all times, unless otherwise relieved, to deploy manpower during system outages or emergencies to ensure the safety of the public from any hazards and to restore service.
- Valid Washington State driver's license (CDL, Class A) and an acceptable driving record.
- Must have, or be able to obtain within six (6) months, First Aid and CPR certification.
- Must be able to perform the essential functions of this position with or without reasonable accommodation. Working Conditions & Physical Activities
- Work is performed in a combination of office, vehicle, and field settings.
- Field work is performed in various weather conditions and terrain.
- Must be available for on-call response during system outages and emergencies, including outside of normal business hours.
- Attendance at meetings may be required from time to time.
- Operation of a motor vehicle, including a Class A CDL vehicle, in various road and weather conditions.
- May require standing, walking, bending, and stooping while performing or overseeing field work.
- Hand-eye coordination is necessary to operate a computer, other office equipment, and motor vehicles. Benefits This is a non-represented, exempt position. Starting salary is $170,000-$220,000 per year, depending on experience, within the ranges and levels of administrative and professional salaries established by District resolution.
