Guardianship Services supports organizational sustainability following the acquisition of Twin Ports Guardianship Services. The Program & Operations Manager will demonstrate knowledge and commitment of the organization?s mission, values, and operations. The role provides program oversight, regulatory coordination, and staff leadership for guardianship services while also supporting select organization-wide operational functions. Working closely with the Executive Director, the Program & Operations Manager serves as a key leadership resource and contributes to strategic and operational continuity. The Executive Director retains overall executive authority and external accountability. Essential Functions, Roles, and Responsibilities Primary Focus- Guardianship Program Oversight Coordinates and oversees daily operations of Twin Ports Guardianship Services Supports compliance with: Wisconsin Statute Chapters 54 and 55 (guardianship duties and reporting) Corporate guardianship requirements from Wisconsin?s Department of Human Services rules 85 and 94 Wisconsin Medicaid U.S. Social Security benefits Long-term care benefits Tracks and supports: Guardian training requirements Court reporting deadlines and documentation Serves as the first point of coordination for guardianship issues, escalating matters appropriately Establishes and maintains collaborative, professional relationships with courts, counties, service providers, and community partners Maintains client database Attends intake and initial court hearings Onboards and assigns clients and participants to individual guardianship specialists When required, maintains a client and participant case load Staff Support & Supervision Provides direct supervision to designated guardianship staff Supports scheduling, workload balance, and day-to-day problem-solving Reinforces ethical practice, confidentiality, and person-centered decision-making Supports onboarding, training and mentoring of new guardianship staff Operational & Leadership Support Supports the Executive Director with day-to-day operational coordination and follow-through Assists with refining procedures, documentation, and internal workflow processes Strengthens communication between the guardianship program and supported employment services Provides limited leadership coverage during Executive Director absences, as assigned Supervisory responsibilities The Program and Operations Manager supervises guardianship staff. Work environment The Program and Operations Manager will work in different settings. Those include in an office, indoor and outdoor partner sites, and varying weather conditions. Physical demands The Program and Operations Manager will be able to stand, walk, and sit for extended periods, bending, stooping, kneeling, crouching, crawling, climbing, balancing, and reaching (overhead or otherwise). Manual dexterity and hand use includes grasping, gripping, fine motor tasks, and repetitive motions like typing or operating equipment. Sensory requirements cover vision (close, distance, color, depth perception), hearing, and the ability to communicate verbally. Ability to work in heat or cold, exposure to noise, dust, or fumes, working at heights, lift up to 30 pounds, and the physical stamina to sustain effort across a full shift. Travel required The Program and Operations Manager will travel using personal and company vehicles to job sites, new partner locations, and other areas for the purpose of continuing Embark and Twin Ports missions.
