The Procurement and Purchasing Manager leads and manages staff performing supply and inventory functions in support of pipe crew activities for the Water Division, including the operation of the Storeroom's administrative and warehouse spaces and pipe yard materials storage that is not under roof.
Essential Functions and Responsibilities:
Supervision and Leadership:
- Leads and manages a staff of approximately ten individuals assigned to the Storeroom. Staff includes materials acquisition technicians, contract specialists, and warehouse staff.
- Interviews applicants.
- Assigns work tasks and responsibilities and trains staff in their respective duties.
- Establishes employee performance and productivity standards.
- Evaluates the performance of assigned staff and implements performance improvement plans, as necessary.
- Counsels each subordinate on duty performance no less than once every quarter citing specific instances of good or poor performance and suggesting ways to improve performance where necessary.
- Recommends disciplinary action to address violations of policies, procedures, work rules and regulations.
- Provides recommendations for addressing grievances.
Planning:
- Works with operational staff and management in development of medium and long-range materials supply plans, including the annual capital needs forecast.
- Prepares and maintains reports characterizing the inventory status of material supplies.
- Prepares recommendations for changes and additions to policies and procedures.
- Implements policies and procedures, ensuring consistent application and enforcement.
- Establishes inventory management methods.
- Prepares and assembles materials specifications.
- Prepares supply contracts.
Implementation:
- Prepares and submits annual capital purchase requisitions within 30 days of approval of the Water Division's fiscal year capital budget.
- Enters requisitions into an Oracle database.
- Oversees staff in requisitioning, receiving, storing, and issuing supplies and materials, and in the production and maintenance of associated supply documents and records.
- Responds to issues arising from conflict with vendors, audits, and purchasing and procurement actions.
- Conducts inventory checks and ensures prompt restocking of supplies.
- Oversees maintenance of an orderly and efficient warehouse.
Knowledge, Skills, and Abilities:
Data Utilization:
Requires the ability to perform mid-level data analysis including the ability to audit, deduce, assess, conclude and appraise. Requires discretion in determining and referencing such to established criteria to define consequences and develop alternatives.
Human Interaction:
Requires the ability to manage and direct a large group of employees, which may include firstline supervisors. Oversees and controls employee discipline, selection and allocation, and planning of human resources.
Equipment, Machinery, Tools and Materials Use:
Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as a computer and a vehicle, and/or materials used in performing essential functions.
Verbal Aptitude:
Requires the ability to utilize a variety of advisory data and information such as financial statements, budget plans, reports, management and control handbooks, statutes, procedures, guidelines and non-routine correspondence.
Mathematical Aptitude:
Requires the ability to perform addition, subtraction, multiplication, and division; calculate decimals and percentages.
Functional Reasoning:
Requires the ability to apply principles of influence systems such as supervision, managing, leading, teaching, directing, planning, coordinating and controlling. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.
Situational Reasoning:
Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the direction, control and planning of an entire program or multiple programs.
Environmental Factors:
Work is normally performed in an office environment under generally safe and comfortable conditions where exposure to irate individuals poses a very limited risk of injury.
Physical Requirements:
Tasks involve the ability to exert light physical effort in sedentary to light work.
Sensory Requirements:
Requires the ability to recognize and identify individual characteristics of colors, shapes, and sounds associated with job-related objects, materials and tasks.
Qualifications
A Bachelor's degree in Business or Public Administration, Purchasing, Materials Management, or a related field; plus four years of purchasing/procurement experience, which includes at least one year in a supervisory capacity. OR, an equivalent combination of education and experience.
License:
Must possess and maintain a valid driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present it upon request. Veterans Preference Points
