Job Description

The Director of Programs and Policy serves as a strategic leader responsible for advancing CHIOC's mission of connecting Orange County's uninsured and underinsured residents to affordable, high-quality healthcare. This role oversees the design, development, and implementation of CHIOC's Outreach, Enrollment, Retention, and Utilization (OERU) model, the Social Enterprise insurance agency program, and board-approved state health policy initiatives. The Director will operationalize policy frameworks, drive enrollment and retention goals for the uninsured community, and foster strategic partnerships with community organizations, healthcare providers, private sector partners, and government agencies. This position also represents CHIOC at internal and external meetings, serving as a trusted voice for the organization's mission and programs.
Position Responsibilities:
Build and maintain strategic partnerships with community organizations, healthcare entities, and advocacy groups. Ensure CHIOC has a skilled and knowledgeable workforce through strong leadership, training, coaching, and development. Lead financial stewardship of programs, including full ownership of budgets, forecasting, and resource allocation to ensure sustainability and alignment with organizational priorities. Oversee grant management, including compliance, reporting, tracking deliverables, and ensuring funds are utilized effectively and in accordance with grant requirements. Provide direct and indirect support to individuals and families in accessing services and benefits. Lead program development, implementation, and evaluation with a strong focus on measurable outcomes. Operate as hands-on, working leader, balancing strategic leadership with day-to-day execution to ensure programs are delivered efficiently and effectively. Drive operational excellence by establishing structured processes, improving workflows, and ensuring timely execution of all program activities. Manage program budgets and ensure compliance with all funding, licensing, and regulatory requirements. Oversee CHIOC's social enterprise insurance brokerage for Covered California and Medicare enrollments. Establish staffing plans to meet strategic and enrollment goals. Drive marketing and public relations strategies to support CHIOC's mission. Represent CHIOC in local and statewide forums, building visibility and influence. Collaborate with California Coverage and Health Initiatives (CCHI) and other health advocacy organizations. Provide testimony and advocacy for local health initiatives. Other duties as assigned. Experience & competencies: Bachelor's degree or equivalent in Public Health, Social Work, Nonprofit management, or a related field. Minimum of 10 years' experience in program and policy management, community health, or non-profit leadership with 5+ years in leadership roles. Demonstrated experience managing complex program budgets, including forecasting, financial analysis, and accountability for outcomes. Strong experience in grant management, including compliance, reporting, and aligning program delivery with funding requirements. Proven ability to operate as a working leader, effectively balancing strategic priorities with hands-on execution. Ability to work collaboratively and influence business leaders with information on suggested action for solving business and people issues. Superior inter-personal, communication and relationship building skills and the ability to work across the organization with employees and leaders at all levels. Highly organized with exceptional time management skills, able to manage multiple priorities, deadlines and stakeholders in a fast-paced environment. A strategic thinker that seeks information and perspectives, conducts analysis, and uses sound judgment to drive complex issues to resolution, yet has the ability to focus on tactical and operational issues in a fluid environment. Self-starter, highly motivated and achievement oriented. Demonstrates high personal standards and works with a sense of urgency; thrives in a fast-paced high growth environment. Pay:
$90,000.00 - $100,000.00 per year
