CLASS DEFINITION

This class is accountable for supervising and coordinating all programs, recreation activities, counseling services, medical and mental health contract providers at a detention center.

SUPERVISION RECEIVED

Works under the general supervision of an employee of higher grade.

SUPERVISION EXERCISED

Supervises Classification and Program Officers and other lower-level staff as assigned; oversees the work of contract providers.

EXAMPLES OF DUTIES

Designs, conducts and supervises creative programs, services, activities and counseling for detainees and their families to promote a stabilizing environment within the detention center and to enhance positive self-esteem and physical/mental health among the detention center's population; develops or supervises the development of program content, curriculum and program objectives; supervises staff engaged in conducting programs; schedules, assigns, oversees and reviews the work of staff; provides staff training and assistance; conducts performance evaluations; directs and coordinates mental health services and acts as a liaison with mental health consultants and psychiatrists; ensures the availability of clinical assessment and crisis intervention services on a 24-hour a day basis; facilitates acute psychiatric hospitalizations; conducts clinical assessments, reviews mental health files and coordinates court ordered evaluations and assessments; monitors programs to ensure quality and effectiveness; documents program contents; prepares reports and correspondence; reviews weekly programming schedules for conformance with policies and procedures; designs programs to address specific detainee problems; acts as coordinator and facility representative for the local education district; conducts research projects including needs assessments for prospective programs; supervises the design, organization and implementation of programs including structured and small group leisure activities; identifies and obtains appropriate resources to meet program goals; acts as a liaison with other operating units, agencies and outside officials regarding programs; may represent the Judicial Branch as a member of the Department of Children and Families central placement team; may supervise the Judicial Branch's Expedited Placement Program and supervises Classification and Program Officers and other division staff at various facilities; may assist staff with safe physical management techniques; performs related duties as required.

MINIMUM QUALIFICATIONS REQUIRED KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of child psychology and development; considerable knowledge of the various social, psychological, economic and emotional factors influencing the behavior and attitudes of children; knowledge of the methods of counseling; considerable knowledge of education theories and practices; considerable oral and written communication skills; considerable interpersonal skills; computer skills; supervisory ability; ability to develop, organize and conduct training and recreational programs; ability to assess training needs and determine objectives.

EXPERIENCE AND TRAINING

General Experience:

Seven years of professional experience in providing classification, case work, counseling or other related social services.

Substitutions Allowed:

1) College training may be substituted for the General Experience on the basis of fifteen semester hours equaling one-half year of experience to a maximum of four years for a bachelor's degree. 2) A Master's degree in a related field may be substituted for one additional year of the General Experience.

WORKING CONDITIONS

Incumbents may be exposed to some risk of injury from assaultive/abusive detainees; may be exposed to communicable diseases.

SPECIAL REQUIREMENTS

1) Incumbents may be required to travel in the course of their daily work. 2) A criminal record investigation will be conducted for all candidates. 3) Incumbents may be required to pass a physical examination. 4) Incumbents may be required to work weekends, holidays and evenings.
