Clarificion from the agency Open to current permanent FAA employees only Duties Help The incumbent serves as a Program Specialist within the Office of Business and Mission Services, Finance and Budget Division (AXM-100). Incumbent is a recognized subject mter expert responsible for highly complex and challenging activities providing operional, administrive and business services to support ASH business functions and mission. Typical duties include, but are not limited to the following: Performs Contracting Officer Representive (COR) functions for multiple and highly complex AXM program support service contract(s) th align with ASH¿s business functions and mission; independently provides technical oversight to contractor(s); collabores with Contracting Officers, ASH senior leadership, ASH program managers, and vendors to interpret technical requirements, recommend changes in contract terms, track obligions and expenditures for each contract by funding source and use; monitors and evalues contractor performance; reviews contractor invoices and accepts payments in the FAA Purchase Request Informion System (PRISM). Recommends corrective actions and inspect and accept contract deliverables. As the COR, oversees contract re-competes and new contract set-ups. Manages all aspects of pre-award and post-award acquisition management services. Prepares documents, justificions, and briefing packages required to obtain approvals for all ASH procurements including, but not limited to, those items required by with the FAA Acquisition Management System, ACQ, AFN and/or ABA. Works with contracting officer, AGC, and/or technical evaluion team as needed. Make purchases using FAA purchase card to support AXM-100 and other ASH program offices as required by approving official. Coordines assessments or evaluions of ASH business functions periodically to meet ASH mission requirements. Informs the Division Manager of overall progress and unusual or potentially controversial issues; and proposed approaches to address and resolve those issues. Work performance is reviewed periodically through stus reports and performance measures. Work typically impacts directly on the objectives of one or more organizional units, major subdivision, and/or LOB¿s/SO¿s and often impact on the objectives of the FAA. Incumbent is thorough when performing work and conscientious about tention to detail. Contacts are both internal and external. Works with ASH program offices, managers, and security specialists to assess their needs, and is committed to providing quality products and services. Expresses informion to individuals or groups effectively, taking into account the audience and nure of the informion (for example, technical, sensitive, controversial); makes clear and convincing oral presentions; listens to others, tends to nonverbal cues, and responds appropriely. Identifies problems; determines accuracy and relevance of informion; uses sound judgment to genere and evalue alternives, and to make recommendions. Applies experience and expert knowledge of assigned functional area. Identifies and resolves challenging problems or issues; may represent the organizion as a principle point-of-contact to provide advice and guidance on the applicion of policies and procedures. SPECIALIZED EXPERIENCE IS DEFINED AS
- Experience with government purchase cards; involving analyzing, interpreting, and presenting da to support decision-making.
AND; Experience providing technical oversight for moderely or very complex contract(s); leading the technical aspects for entering into new contracts and recompeting existing contracts (e.g., performing market research, documenting stements of objectives/work, developing independent government cost estimes, sole source justificions, and other acquisition artifacts);
