Clarificion from the agency Open to current permanent FAA employees within the Office of Aerospace Medicine - AAM only Duties Help As the Lead DPC, applies experience and advanced knowledge to provide program oversight within service center jurisdictions. Serves as the liaison to the Regional Drug Program Coordinors within their servicing jurisdictions providing oversight, assigning tasks, and monitoring the ISAP business within their service areas. Serves as the primary advisor within their service center areas applying analytical and evaluive techniques to identify and resolve issues or problems of a procedural or factual nure reled to non-technical aspects of the drug and alcohol testing program. Provides advice to management on the procedures for testing, chain of custody, and the ramificions of a positive test result. Monitors the urinalysis collection process. Serves as a principal point of contact with the contractor, contractor's laborory personnel and FAA/DOT officials. This position coordines all phases of the Department of Transportion (DOT) drug and alcohol testing program within a region/service area/country to include pre-employment/pre-appointment, random, follow-up, reasonable suspicion, and post-accident testing. Provide direction and guidance to the DPCs within their service areas. Monitors the drug and alcohol program, activities, initiives ensuring implemention is in accordance with the laws, procedures and requirements associed with the program. Works closely with headquarters ISAP team lead on complex business service issues th affect ISAP functions. Monitors and reports service center progress and accomplishments on projects, stregies and business plan initiives. Participes in nional program, Department of Transportion (DOT) compliance policy and program development efforts.
NOTE:
To facilite all phases of the DOT drug and alcohol testing program, there is a requirement for telephone availability. Telephone availability is a situion where the incumbent must be available by phone when needed which could be during a portion of his/her off duty hours. Incumbent may be required to travel between 25 to 50 percent. Contacts are both internal and external to the agency. Resolves issues in relion to problems encountered either in the chain-of-custody and specimen integrity process or with the collection site. Refers to managers and professionals who are more experienced solving problems th require their tention. May help with solutions or make recommendions. Makes arrangements with contractor's legal representives to provide expert witness testimony in cases involved in legal hearings. Develops stistical da and analyses on the program. Ensures th training is provided to managers and supervisors and their staff on specimen collection procedures. Monitors performance of the contractor and prepares necessary reports. These duties are primarily performed independently. Some administrive duties associed with this position include, but are not limited to, the mailing out of test results. Incumbent complies with all Quality Management System (ISO-9001) requirements. Work is reviewed periodically, typically major milestones and completion, for policy compliance and alignment with the requirements of projects and/or other work activities. The work is critical to the safety of the Nional Airspace System (NAS) and is vital to the success of the activities for one or more organizional units, major subdivisions, and/or LOB's/SO's. To qualify for this position the FV-I (FG/GS 13) level , you must demonstre in your applicion th you possess least one (1) year of specialized experience equivalent to FV-H (FG/GS 12) level. Specialized experience is experience th has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled, and th is typically in or reled to the work of the position to be filled.
SPECIALIZED EXPERIENCE
includes applying experience and advanced knowledge of oversight regarding drug and alcohol testing programs; advising management using analytical and evaluive techniques to problem-solve and resolve issues of both technical and non-technical nures; providing training, direction, and guidance to lower-level employees; communicing various aspects of program requirements to ensure program outcomes are met in accordance with milestones and objectives.
