WPL is housed within the Center of Governmental Studies at Northern Illinois University in DeKalb, IL. . Position Summary The Statewide Energy Efficiency Navigator is responsible for supporting equitable access to energy efficiency and clean energy programs across Illinois, particularly in CEJA
  • designated communities and identified municipal utility and rural co-op communities not served during the initial phase of the Clean Building Navigator ( CBN ) program.
This role maintains a comprehensive and up-to-date understanding of available incentives, rebates, and programs, and provides direct navigation support to residents and stakeholders. The Navigator builds and maintains relationships with community partners—including Community Action Agencies, workforce programs, contractors, and local organizations—to expand program awareness and strengthen local delivery infrastructure. The role also leads outreach, training, and capacity development efforts to support communities in establishing their own navigation services, while collaborating with technical teams to improve and enhance the statewide Navigator portal. . Essential Duties and Responsibilities Program Coordination & Training Support Offer training sessions and support to community partners interested in developing a navigation program in their community Conduct/participate in public training sessions and events (virtual and in-person) to increase awareness of the navigation program Community Outreach & Partnership Development Develop relationships with stakeholders in communities, including but not limited to the Community Action Agency, CEJA workforce, economic development, contractor programs, and Clean Building Navigators/Community Based Organizations, among others in non-selected cities Program Information Management Maintain a comprehensive directory of energy incentives, rebates, and programs available to Illinois consumers Program Portal Support Coordinate updates and improvements with the Clean Building Navigator Portal developer Minimum Required Qualifications (Civil Service) Please see required Specialty Factors below. Bachelor's degree. A total of one (1) year (12 months) in education, training and/or work experience in the area of specialization inherent to the position. Based on position requirements, additional education, training, and/or work experience in the area of specialization inherent to the position, may be required.

Specialty Factors (Civil Service) Bachelor's degree in public policy, environmental studies, energy systems, community development, or a related field (or equivalent experience). Two (2) years of experience working on energy efficiency, electrification, or renewable energy projects or within programs at a municipal, state, federal, or utility level, including work with energy incentive, rebate, or related programs. Two (2) years of experience in community engagement or organizing and building relationships with community-based organizations, public-sector programs, community stakeholders, and/or community action agencies, among others, to advance energy efficiency, electrification, or renewable energy. Two (2) years of experience offering in-person and virtual training sessions. Preferred Qualifications (Civil Service) Master's degree in public policy, environmental studies, energy systems, community development, or a related field. One (1) year (12 months) of experience or more maintaining program information systems, databases, or resource directories and/or working with website/information system developers. One (1) year (12 months) of experience or more designing or supporting navigation, intake, or referral-based service models. Demonstrable person-centered focus, entrepreneurial spirit, and willingness to adapt/learn and grow.
