The Director of HCBS Programs is responsible for managing staff and program services for multiple behavioral health and housing programs serving both youth and adults. The Director of HCBS Programs ensures that services are provided to assist consumers in interacting within the community services network and that consumers receive services in a supportive, effective, and efficient manner that enhances their quality of life and encourages functioning in the least restrictive and least costly environment in the community.
ESSENTIAL JOB FUNCTIONS
Hire, manage, train, and evaluate staff in the performance of their respective job responsibilities. Manage approved program budgets and take appropriate action to maintain the fiscal soundness of each program supervised. Oversee management of programs and ensure they comply with all Agency, licensing, and regulatory requirements. Develop and maintain a policy and procedure operations manual in compliance with the requirements of the Agency and all regulatory/ licensing agencies. Develop and execute strategic community outreach initiatives to raise awareness of organizational programs, deliver impactful, informative presentations to local stakeholders, and actively cultivate relationships that expand the consumer base. Manage and develop consumer support systems in the community. Promote and ensure maximum normalization opportunities for consumers. Develop and maintain effective consumer services in compliance with all licensing and regulatory agencies. Advocate for consumers, the program, and the Agency. Maintain positive relationships with state agencies (funding, regulatory), consumer groups, and consumers and their families. Implement and maintain ethically sound program policies and procedures. Follow all established Agency and programmatic procedures. Participate in organizational and professional training and ensure staff participates in training, as prescribed by regulatory agencies and as outlined in the Agency training requirements. Ensure availability/accessibility after hours and on weekends. Implement and use up-to-date program data collection systems and collect monthly reports.
OTHER RESPONSIBILITIES
Participate in the formulation and implementation of fundraising activities. Promote cooperative teamwork within programs supervised. Perform similar job-related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
Five (5) years of experience in the delivery of services to youth and adults, or a bachelor's degree in a mental health/human services field and two (2) years of experience in the delivery of services to youth and adults. Demonstrated ability in program management and operations, developing and implementing treatment plans, staff supervision, consumer advocacy and community resource development, public relations and public speaking, as well as representing the Agency when interfacing with outside agencies and community groups. Strong verbal, written, and interpersonal skills, adherence to ethical and professional standards, the ability to represent the Agency in a highly professional manner, and to maintain the highest level of confidentiality. Good judgment, initiative, dependability, decision-making skills, the ability to handle multiple responsibilities, strong organizational skills, and the ability to prioritize work and meet multiple deadlines.
