SUPERVISORY COUNTERINTELLIGENCE AGENT

DIA employees must complete a minimum of 12 months in their current assignment by the closing date of the announcement to be considered for this position as noted in DIA 1404.010, "Civilian Career Assignments". In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the reemployment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5, United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate. (See DoD Instruction 1400.25, Volume 300, at .) If selected, based upon your reemployed annuitant status, you will be ineligible to compete for internal vacancies.
PROMOTION OPPORTUNITY
This position is a Defense Civilian Intelligence Personnel System (DCIPS) position in the Excepted Service under 10 U.S.C. 1601. Selectee(s) may be laterally reassigned, promoted, or asked to accept a voluntary change to the lower grade advertised in the vacancy announcement based on their current (or equivalent) grade and qualifications for the position.
CAREER FIELD DEFINITION
(U) Counterintelligence Officers in this field perform a wide variety of functions in support of the mission to include detecting, identifying, assessing, exploiting, countering, and/or neutralizing the intelligence collection efforts/intelligence activities, sabotage, terrorist activities, and/or assassination efforts of foreign powers, organizations, or persons directed against the Department of Defense and the US Government, its personnel, information, material, facilities and/or activities. They also participate in activities that conceal true identity and assert false information in order to support and enable authorized activities and lawful operations.
CAREER SPECIALITY DEFINITION
Comprises officers who support the career field missions by leveraging one or more of the disciplines of counterintelligence (CI). The roles for CI Agents generally require specialized skills, abilities, and training. CI Agents engage in four of the five CI functions of investigations, collections, operations, and functional services. The analysis and production function of CI is carried out at DIA by officers within the
All Source Analysis Career Field/Specialty:
Counterintelligence.
POSITION SUMMARY
(U) A Supervisory Counterintelligence Officer supervises and manages Agents responsible for leveraging one or more of the disciplines of counterintelligence (CI). The incumbent exercises technical and administrative supervision over a team of Agents who perform the full range of intelligence work to evaluate foreign intelligence activities and security services in support of counterintelligence activities. Comprehends Agency strategic vision and institutes effective CI programs and projects that lead to efficient organizational operations. Identifies and obtains resources (i.e., staff, funds, space, and equipment) to accomplish program goals. Translates broad goals into CI concepts, standards, operating procedures, and tasks for execution. Utilizes basic contracting knowledge to review and monitor contracts to ensure requirements are being met in a timely manner. Plans and manages the development and execution of CI activities that utilize the knowledge of standards, operating strategies, policies, and practices as it relates to the specific CI program.
POSITION DUTIES
This is a United States Cyber Command (USCYBERCOM) position which requires additional clearance from the National Security Agency (NSA). If the candidate does not clear NSA within six (6) months from the date of the conditional job offer, the offer may be rescinded at the request of the hiring manager. This position is located in Fort Meade, Maryland and is with the United States Cyber Command (USCYBERCOM), COMMAND Directorate (CO), CI & HUMINT (CYBJ2X). This position is responsible for performing the following duties: First-level supervisor (Team Chief). Supports DoD, IC and other U.S. Government agencies in conducting counterintelligence operations. Exercises technical and administrative supervision over a team of CI Agents, for one or more supported CI projects. May oversee contracted work. Is responsible for the operation and management of CI programs. Establishes goals, objectives, and priorities and develops plans and programs to accomplish these efforts through effective and efficient business practices. Supervises projects or exercises for CI activities. Ensures subordinate staff conducts activities in their areas of responsibility in accordance with current directives and issuances. Personally participates or oversees staff preparation and participation in briefings and meetings to provide advice and assistance. Determines and allocates the level and mixture of resources needed for CI programs. Redirects resources as the emphasis of the overall program changes. Ensures contracted products and services are in full compliance with contract requirements and the contracts are being implemented effectively and efficiently. Develops budget estimates and requirements to support projected activities, and manages the execution of current year funds for all related logistical support. Maintains liaison with personnel throughout the Intelligence Community and DoD. Represents the Agency's position on national, interagency and departmental counterintelligence committees and working groups. Ensures methods of operations conform to public law, intelligence oversight, and Defense Intelligence Agency standards. Represents the counterintelligence organization in interagency forums in promoting the Agency's intelligence program requirements to ensure the accomplishment of overall Agency intelligence objectives and priorities. Performs other duties as assigned. May oversee contracted work.

Advises leadership on significant CI issues, explains CI risks, gaps and mitigation strategies, identifies CI opportunities, and shapes CI outcomes that neutralize, mitigate, or exploit threats from foreign intelligence entities, often in coordination with OGC, and entities outside of DIA. 2. Takes initiative to anticipate issues, resolves conflict among multiple priorities, and implements effective solutions to prevent problems that might impact timelines and deliverables. 3. Builds a diverse staff with a variety of skills who function effectively to accomplish the mission of the organization. 4. Accepts responsibility for outcomes for team, group, and self. 5. Leads CI missions and oversees the execution of CI support plans that deliver CI functional services and CI activities to multiple customers or a supported element with diverse mission sets, often requiring collaboration across directorates.
HIGHLY DESIRED SKILLS
1. Past experience on a
CCMD J2X
staff or providing CI support to the warfighter. 2. Expertise navigating complex CI policy discussions. 3. Familiarity with CI support to Cyberspace Operations.

FOREIGN AREA TOURS OF DUTY ELIGIBILITY
The availability and quality of medical and child care in foreign locations often differs from resources available in the United States. When considering a position overseas, applicants are highly encouraged to research medical care and child care resources available at the foreign location to ensure services are available and adequate to support the needs of themselves and their dependents. DIA employees applying for a position in a foreign area must be eligible for assignment to or within the foreign area as noted in DIAI 1404.008, Foreign Area Tours of Duty. With some exceptions, employees assigned to a foreign OCONUS location will be granted a 5-year overseas tour which will consist of an initial tour (generally 36 months) and an overseas tour extension up to 5 years OCONUS. Employees currently assigned to a foreign area are ineligible for consideration if selection will cause them to exceed the time limitation for foreign area service OR, conversely, the employee will not satisfactorily complete their period of obligated service and prescribed tour of duty (Initial/Renewal Agreement Travel). More than one permanent change of station move within a 12 month period is not considered to be in the interest of the government for the purposes of relocation at Government expense.

DEPLOYMENT/MOBILITY STATEMENT
All DIA employees are subject to world-wide deployment to crisis situations and are subject to geographic relocation in accordance with agency guidelines.

OTHER INFORMATION
This announcement may be used to fill additional vacancies during the next six months. DoDI 1402.01, "Employment of Retired Members of the Armed Forces," dated September 9, 2007 restricts the appointment of retired military service members within 180 days of their retirement. SUPERVISORY

NON SUPERVISORY
DIA is committed to maintaining an ethical culture and upholding the high standards for ethical government conduct.
