Job Description

Resident Opportunity & Self‐Sufficiency Service (ROSS) Coordinator 2026 Union Rates Effective 4/1/26 : $20.61hr - $30.91/hr Non‐Exempt Union Position Normal Working Hours Mon‐Fri; 40 hours/week
SCOPE:
The ROSS Service Coordinator is responsible for administering the ROSS Program to for the Housing and Redevelopment Authority.
QUALIFICATIONS
Education requirement: Bachelor of Arts degree in Human Services, Social Work, Counseling, or Education with three years of related practical experience. In lieu of a bachelor's degree, consideration will be given to persons with substantial experience in a closely related field.
Experience:
background in human services, social work, counseling, public education, and/or service coordination. General qualifications include compliance with all agency personnel procedures and directives. Knowledge of personal computers, Microsoft Excel and Word and electronic communications. Strong written and verbal communications. Be able to work independently, make decisions, and maintain composure under stress. Strong written and oral communication skills. Possess a valid driver's license.
DUTIES AND RESPONSIBILITIES
1. Provide outreach, recruit, and determine eligibility of potential new participants. 2. Conduct needs assessments and facilitate goal setting with participants. 3. Work collaboratively with participants to holistically meet their needs using a client-centered approach. 4. Create and maintain a confidential environment. 5. Develop and manage ROSS Program Coordinating Committee. 6. Research, develop, maintain, and revise department forms, procedures, and control systems as needed. 7. Cultivate service provider partnerships to coordinate the provision of services with the needs of eligible participants. 8. Research and apply for funding to support the ROSS program and participant activities. 9. Measure outcomes by tracking program activities and monitoring participant progress. 10. Collect and manage data with organized records. 11. Mobilize public and private resources to ensure that the supportive services identified can be found. 12. Monitor and evaluate the delivery, impact, and effectiveness of any supportive service under the program. 13. Perform other duties and functions that are appropriate for providing eligible participants with the necessary resources to attain participant and program goals. 14. Responsible for program equipment and materials utilized in the ROSS program. 15. Coordinate with the property management team to facilitate a team approach to participant needs.
