COMPENSATION

Definition The HCVP Caseworker is responsible for the comprehensive administration and case management of assigned Housing Choice Voucher Program participants in accordance with HUD regulations, federal requirements, the
JCHA/IHA
Administrative Plan, and established agency policies and procedures. The Caseworker is responsible for managing an assigned caseload and performing annual recertifications, interim reexaminations, participant moves, family composition changes, income and asset verification, EIV reviews, rent changes, portability-related activities, and other participant eligibility and occupancy functions. The position requires regular interaction with participants, landlords, property managers, other housing authorities, and agency staff to ensure that participant cases are processed accurately, timely, and in compliance with HUD requirements.
ESSENTIAL DUTIES AND RESPONSIBILITIES ANNUAL RECERTIFICATIONS
Process annual reexaminations and recertifications for assigned HCVP participants. Review household composition, income, assets, deductions, allowances, and other eligibility factors. Review and verify required participant documentation. Conduct EIV reviews and research and resolve income discrepancies. Verify employment, Social Security, pension, unemployment, child support, public assistance, and other sources of income as applicable. Calculate annual income and adjusted income in accordance with HUD requirements. Calculate tenant rent, total tenant payment, utility allowances, and Housing Assistance Payments as applicable. Process rent and subsidy changes resulting from annual recertifications. Prepare and issue required participant notices. Ensure all required documentation is properly maintained in the participant's electronic and/or paper file.
INTERIM REEXAMINATIONS
Process participant-requested and PHA-initiated interim changes, including: Income increases and decreases. Employment changes. Changes in household composition. Addition or removal of family members. Changes in assets. Changes in deductions and allowances. Social Security and benefit changes. Changes in child support or other recurring income. Changes in zero-income status. Other circumstances requiring an interim reexamination under HUD regulations and the Administrative Plan. Ensure all interim changes are properly verified, documented, calculated, and entered into the HCVP system.
EIV AND INCOME VERIFICATION
Review EIV reports for assigned households. Identify income discrepancies and potential unreported income. Compare EIV information with participant-provided documentation. Obtain additional third-party or other acceptable verification when required. Research and document the resolution of EIV discrepancies. Process appropriate corrections to participant records. Maintain confidentiality and safeguard EIV information. Ensure EIV-related documentation is maintained in accordance with HUD requirements.
PARTICIPANT MOVES
Process participant requests to move from one assisted unit to another. Review participant eligibility to move in accordance with HUD regulations and the Administrative Plan. Process move-out and move-in information. Coordinate with landlords, owners, property managers, inspectors, and other PHA staff. Review required documents for the new unit and tenancy. Process changes in household circumstances associated with the move. Ensure required notices and system updates are completed. Coordinate with portability staff when participants move to another jurisdiction. Update household records. Process appropriate changes to the family's subsidy. Ensure HUD forms and electronic records accurately reflect the approved household composition.
PORTABILITY
Assist with incoming and outgoing portability activities as assigned. Review portability documentation. Coordinate with initial and receiving PHAs. Process participant records and required HUD documentation. Coordinate participant moves involving other jurisdictions. Assist with portability billing, absorption, and participant status activities as assigned.
PROGRAM ELIGIBILITY AND COMPLIANCE
Determine and document continued participant eligibility. Apply HUD regulations, HUD Notices, PIH guidance, the PHA Administrative Plan, and agency policies. Identify potential program violations and refer cases to supervisory staff. Monitor assigned cases for missing, expired, or incomplete documentation. Process zero-income and other cases requiring additional verification. Ensure participant records are accurate and current. Identify and report suspected fraud, misrepresentation, or program violations in accordance with established procedures.
TERMINATIONS AND PROGRAM ACTIONS
Prepare participant cases for termination when applicable. Review documentation supporting proposed termination actions. Prepare required notices. Refer cases for supervisory review and/or informal hearing procedures when applicable. Assist with repayment agreements and other program actions as assigned. Ensure required documentation is maintained in the participant file.
CUSTOMER SERVICE
Provide professional and courteous assistance to HCVP participants. Respond to participant questions regarding recertifications, income, rent, family composition, moves, eligibility, and program requirements. Explain HUD regulations and PHA policies clearly to participants. Respond to landlord and property management inquiries regarding participant cases. Maintain confidentiality of participant information. Resolve routine participant concerns and refer complex matters to supervisory staff when appropriate.
CASE MANAGEMENT
Maintain an assigned HCVP caseload. Monitor cases to ensure required actions are completed within established deadlines. Follow up on outstanding participant documentation. Review pending and incomplete cases. Maintain accurate electronic and paper records. Correct errors identified through supervisory review, quality control, EIV, PIC, SEMAP, HUD monitoring, audits, or other program reviews. Assist with special projects, file reviews, audits, HUD reviews, and program initiatives. Assist management with HUD reviews, monitoring visits, audits, SEMAP activities, and other compliance activities. Maintain productivity and quality standards established by the
HCVP. REQUIRED KNOWLEDGE
Knowledge of:
HUD Housing Choice Voucher Program regulations. Annual and interim reexamination requirements. HUD income and asset calculation requirements. EIV requirements and income discrepancy resolution. Family composition requirements. Rent and subsidy calculations. Housing Assistance Payments. Utility allowances. Portability requirements. Participant moves and transfers. Eligibility requirements. HCVP Administrative Plan requirements. Confidentiality and protection of participant information. Customer service and case management practices.
MINIMUM QUALIFICATIONS
Education:
High school diploma or equivalent required. College coursework or an associate's or bachelor's degree in public administration, business administration, social services, housing, or a related field is preferred.
Experience:
At least two (3) years of experience in Housing Choice Voucher Program administration, affordable housing, public housing, property management, case management, or a closely related field. Experience performing HCVP annual recertifications, interim reexaminations, EIV reviews, income calculations, participant moves, portability, or participant case management is highly preferred. Equivalent combinations of education and experience may be considered.
DESIRED TRAINING AND CERTIFICATIONS HUD
Housing Choice Voucher Program training. HCV Occupancy Specialist training or certification. EIV training. NAHRO, PHADA, Nan McKay, or other recognized HCVP training or certification.
PERFORMANCE EXPECTATIONS
The HCVP Caseworker is expected to: Maintain an assigned participant caseload. Complete annual recertifications within established deadlines. Process interim changes accurately and timely. Review and resolve EIV discrepancies. Maintain accurate and complete participant files. Maintain accurate HCVP system records. Meet established productivity and quality standards. Respond professionally to participant and landlord inquiries. Maintain compliance with HUD regulations and the
JCHA/IHA
Administrative Plan. Maintain confidentiality of participant and EIV information. Work cooperatively with HCVP staff, IHA staff, landlords, property managers, participants, and other housing authorities.
POSITION DISTINCTION
This position is responsible for the full life-cycle case management of assigned HCVP participants and is not limited to clerical or recertification functions. The Caseworker is responsible for evaluating and processing changes in participant eligibility, income, family composition, tenancy, rent, moves, and subsidy throughout the participant's participation in the Housing Choice Voucher Program. The Caseworker is expected to exercise independent judgment within established HUD regulations, the
JCHA/IHA
