Job Description
Overview The Program Manager will provide full-time, day-to-day management, coordination, and oversight of the HUD-funded Older Adults Home Modification Program (OAHMP). The program supports safety, accessibility, and functional home modifications for low-income older adults to enable them to remain safely and independently in their homes. The Program Manager will serve as the central point of communication for the program and coordinate activities among participants, assessors, contractors, community partners, program staff, organizational leadership, and HUD. The successful candidate must have experience in occupational therapy, housing rehabilitation, aging-in-place modifications, or other work related to the project , along with demonstrated project management experience. Responsibilities Provide day-to-day management and oversight of all program activities. Manage approximately 400 participating housing units over the three-year project period . Coordinate participant intake, eligibility, assessments, home modifications, follow-up assessments, and project closeout. Coordinate scheduling and communication among participants, OTs/qualified assessors, contractors, and program partners. Monitor project timelines, caseloads, production targets, budgets, and deliverables. Oversee contractor recruitment, onboarding, scheduling, performance, and required documentation. Track home modification work orders and ensure identified modifications are completed appropriately. Ensure baseline and required follow-up assessments are completed and properly documented. HUD requires standardized baseline and follow-up assessment protocols. Coordinate resolution of incomplete work, participant concerns, contractor issues, and required modifications or adjustments. Review documentation supporting contractor invoices and verify satisfactory completion of work before payment. Maintain accurate participant, contractor, modification, expenditure, and performance information in the program database. Coordinate with financial staff regarding budgets, expenditures, procurement, invoices, and grant compliance. Support HUD reporting, monitoring, audits, data collection, and performance reporting. Coordinate referrals for participants requiring services outside the scope of OAHMP. Develop and maintain relationships with aging, housing, healthcare, social-service, and community organizations. Participate in HUD-required training and technical-assistance activities. Ensure program activities comply with applicable HUD requirements, organizational policies, contracts, and grant conditions. Skills Proven experience in volunteer management and supervising diverse teams within community settings. Strong project management skills with the ability to coordinate multiple initiatives simultaneously. Excellent written and verbal communication skills for effective public speaking and client interaction. Expertise in program development, social work practices, addiction counseling, or public health initiatives. Proficiency in social media management tools, data collection software, and basic marketing techniques. Ability to work effectively with culturally diverse communities and underserved populations. Leadership qualities demonstrated through grassroots organizing or youth program teaching experience. Organizational skills with attention to detail in administrative tasks such as recruiting, reporting, and fundraising efforts. Bilingual abilities are highly valued for engaging multilingual communities. CPR certification preferred; experience working with individuals from underserved communities essential for success in this role. These responsibilities are particularly appropriate because HUD expects the program's administrative infrastructure to handle outreach/referrals, waiting lists, data/reporting, scheduling, workload management, financial management, procurement compliance, contractor monitoring, and project oversight. Required Qualifications Demonstrated project or program management experience. Experience in occupational therapy, housing rehabilitation, aging-in-place modifications, or other work directly related to the project . Strong project-management, organizational, scheduling, and problem-solving skills. Ability to manage multiple participants, contractors, assessors, and projects simultaneously. Strong written and verbal communication skills. Experience maintaining program records, databases, spreadsheets, and project-management systems. Ability to monitor budgets, invoices, contracts, project milestones, and deliverables. Ability to work effectively with older adults, caregivers, contractors, healthcare professionals, and community organizations. Ability to work independently while coordinating effectively with organizational leadership and program partners. Preferred Qualifications Experience with HUD or other federally funded programs; services for older adults; housing rehabilitation or home modification; occupational therapy or accessibility services; contractor/project management; federal grant compliance; or community-based aging-in-place initiatives is preferred. CAPS, OT/OTA, PMP/project management, housing rehabilitation, accessibility, construction management, or related professional credentials are desirable but not required unless your organization chooses to make them a condition of employment.
