Job Description

Work Location California-based; work performed from California, with required in-person attendance Availability Monday-Friday, 8:00 AM-5:00 PM Pacific Time Anticipated Start January 2027 Position Summary The Program Oversight Director will lead independent Contract Oversight Management activities supporting the California Public Utilities Commission (CPUC) CA Connect Program. This individual will serve as the primary oversight point of contact and coordinate oversight across multiple vendor contracts. This is an oversight and advisory role; CPUC retains operational and final decision-making authority. Primary Responsibilities Lead contract and program oversight across multiple vendor workstreams. Serve as the primary oversight interface with CPUC leadership and governance stakeholders. Monitor contractual performance, deliverables, schedules, service levels, and compliance. Integrate financial, performance, risk, and reporting information into a consolidated oversight view. Identify material risks, recurring deficiencies, cross-vendor issues, and areas requiring corrective attention. Develop documented findings, recommendations, executive briefings, and monthly oversight reporting. Support executive oversight meetings and advisory committee activities. Coordinate the work of financial oversight, reporting/data validation, and supporting oversight personnel. Maintain independence between the Contract Oversight Management function and CA Connect operational vendors. Minimum Required Qualifications Minimum five (5) years of experience performing program, operational, or contract oversight for multi-vendor, government, or regulated programs. Demonstrated experience tracking contractual deliverables and identifying performance or compliance issues. Demonstrated experience developing written findings and recommendations. Experience serving as a primary point of contact to executives, governance committees, or regulatory agencies. Must reside in California Must be willing to travel to meetings within the state; periodically. Highly Desired Qualifications California state-government or regulatory experience. Public-benefit, disability/accessibility, telecommunications, relay, or communications-services experience. Experience with SLA/performance monitoring, risk management, executive reporting, and multi-vendor environments. Veterans and individuals with military experience are strongly encouraged to apply Common Requirements for CPUC Key Staff Must be based in California and perform assigned agreement work from California unless otherwise authorized by CPUC. Must be available during the required Pacific Time business hours and for required in-person meetings. Must be able to communicate clearly with executives, regulatory personnel, vendors, and consumer/advisory stakeholders. Must demonstrate sound professional judgment, objective oversight, risk identification, and clear written and verbal communication. Candidates should be prepared to participate in a CPUC Key Staff interview as part of the proposal evaluation process
Pay:
