Job Summary DiLytics Inc is seeking a dynamic and detail-oriented
Senior Environmental Program Specialist Minimum Qualifications:
7+ years of experience in Monitoring & Evaluation, performance measurement, program evaluation, results management, or a closely related field. Demonstrated experience developing and implementing M&E/results frameworks. Strong experience with results frameworks, logic models, outcomes hierarchies, KPIs/indicators, baselines, targets, and measurement methodologies. Experience developing indicator dictionaries, performance monitoring plans, reporting frameworks, and data-quality/validation procedures. Experience conducting stakeholder interviews, workshops, and consultations. Experience working with government agencies, public-sector programs, nonprofits, or complex multi-stakeholder organizations. Strong analytical, facilitation, communication, and documentation skills.
Preferred Experience:
U.S. State/local government experience. Environmental, climate resilience, sustainability, infrastructure, conservation, or community-development experience. Multi-agency or multi-project M&E framework experience. Experience developing frameworks that support public-facing dashboards or reporting platforms. Key Responsibilities The resource will primarily be responsible for: Leading the design and development of the statewide M&E and Outcomes Framework. Developing the results hierarchy, including outputs, outcomes, and longer-term impacts. Defining statewide outcomes and project-level performance indicators. Developing an indicator dictionary covering definitions, formulas, data sources, baselines, targets, reporting frequency, and validation requirements. Mapping projects to relevant statewide outcomes. Assessing data availability, quality, and gaps. Establishing baseline and target-setting methodologies. Developing data-quality, validation, documentation, and reporting processes. Conducting stakeholder interviews, workshops, and working sessions. Developing governance and outcome-reporting guidance for participating agencies and project leads. Ensuring the M&E framework can support the subsequent data/dashboard implementation. Coordinating with the technical/data team on dashboard-related requirements. Documenting assumptions, limitations, stakeholder decisions, and recommendations. Supporting presentations of the M&E framework and incorporating stakeholder feedback.
Pay:
From $75.00 per hour Expected hours: 30.0 per week
