This position may allow hybrid work for a portion of the work schedule up to 90% depending on the employee's preference and needs of the work unit. Any hybrid work flexibility that may be available will be discussed in more detail in the interview process. For positions that do allow hybrid work flexibility, employees may need to report to a DCF office location on short notice. There is no mileage reimbursement when traveling to the headquarter location. Our DCF locations are in the following cities: Madison, Milwaukee, Green Bay, Eau Claire, and Rhinelander. Employees need to report to the 201 W. Washington Ave. Madison, WI office or the 635 N 26 St. Milwaukee, WI office on their first day for onboarding and orientation. Position Summary YS Supervisor is responsible for overseeing the development, implementation, monitoring and related financial activities of youth-serving program initiatives and policies focused on system changes. The position supervises professional staff within the Youth Services Unit in policy and program analysis, planning, management, research and evaluation of youth-serving programs, including Independent Living, Runaway and Homeless Youth, Brighter Futures Initiative, and Anti-Human Trafficking. This position works directly with other DCF staff within DSP, the Division of Management Services, and the Office of Budget and Policy to support the successful development, implementation and monitoring of youth-serving programs. This position works across the Bureau to support advancement of quality assurance efforts for youth services and youth justice programs, and collaborates with colleagues in the Bureau and the Division on the advancement of youth voice in the child welfare system. Salary Information The starting salary is between $40.00 and $45.00 per hour ($83,200 and $93,600 annually), depending on qualifications. Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. Pay for current state employees who are transferring will be determined based upon the pay on transfer rules (higher level duties or equity) as outlined in the compensation plan in effect at the time of appointment. This position is included in the classification of Program and Policy Supervisor within the pay schedule/range is 81-03. A one year probationary period may be required. Job Details Due to the nature of the position, final candidates may be required to allow DCF to conduct a security background check to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled. Qualifications Minimally qualified applicants will have: Experience performing policy analysis, program planning, program evaluation, research and/or contract administration for child welfare or related programs, including development and implementation of quality assurance methods for services, programs and/or policies. Experience working as a lead or subject matter expert capacity influencing decisions and advancing outcomes in a welfare environment (identifying barriers for eligible populations, analyzing application processes, etc.). Experience designing and/or conducting research and/or evaluation of data analysis research (tools and techniques for collecting and analyzing qualitative or quantitative data, research approaches to programs, etc.).
Well-qualified applicants will have:
Experience supervising, directing, guiding, overseeing, or evaluating the work of professional staff (assigning/evaluating work, providing feedback, formal lead/project management duties, etc.). Experience leading policy analysis, program planning, program evaluation, research and/or contract administration for youth-serving programs including Independent Living, Runaway and Homeless Youth, Brighter Futures Initiative, and Anti-Human Trafficking or related; Experience working with relevant sections of Ch. 48, and 938 Stats., and other statutes, relevant federal law and regulations and administrative rules which affect programs in child protective services, youth justice, and other youth-serving programs. Project management experience (developing workplans, assigning resources, identifying risks, reporting on progress, etc.). Experience representing an organization and/or collaborating across multiple agencies or partners (state, tribal, local agencies, contracted agencies, etc.).
