The position is responsible for quality improvement activities in the district. The position consults with CCR staff and establishes methods using automated systems to track, analyze, and improve Child Care Regulation staff's compliance with program standards and effectiveness in carrying out the mission of the agency. The position also establishes methods to review and evaluate improvements in childcare operations. Work involves preparing comprehensive reports that contain issue analysis, impact assessments, and detailed recommendations for improvements. The position analyzes and identifies trends through case reading, quality assurance activities, and analysis of operations, including workload distributions and productivity reports, in order to identify potential program improvements. The position interacts routinely with other CCR staff, other agency staff, childcare providers, community groups, and staff of other state and local agencies. Essential Job Functions (EJFs):
Program Improvement:
Recommends and identifies program improvements through the use of case reading, quality assurance reports, and the analysis of trends.(25%)
Program Effectiveness:
Institutes projects and initiatives to improve the licensing program and staff's effectiveness in regulating child care operations. (25%)
District Reports:
Prepares reports to summarize analysis and justify changes in programs, policies, and business functions. Also develops action plans to implement any necessary changes. (30%)
Professional Development:
Through continuing education, employee maintains current knowledge of child development, regulatory practices, health and safety, applicable law and rule, and related fields to support the mission of CCR. In addition, employee provides trainings to agency staff on these same topics. (10%) Other Duties as

Employees are sometimes assigned tasks that are not specifically related to the employee's essential job functions; however, they are equally important and must be accomplished with the same professionalism as regular work. (10%) Knowledge, Skills and Abilities (KSAs): Knowledge of agency programs, policies and service delivery process. Knowledge of generally accepted principles and practices of a human services organization. Skill in effective verbal and written communication. Skill in establishing and maintaining effective working relationships. Ability to analyze and evaluate information in relation to child-care regulation program policies and procedure. Ability to interpret policies and procedures. Ability to prepare comprehensive, accurate reports. Ability to evaluate new service delivery procedures or policies and identify areas of improvement. Ability to operate a personal computer and use various software packages. Ability to learn how to effectively use SQL, MS Access, and related database software/functions.
