Founded in 2004, HX5 is a fast-growing veteran- and woman-owned company with locations nationwide. HX5 is currently seeking a Senior Program Manager to support the Theatre Battle Control Division (AFLCMC/HBD) at Hill AFB in Ogden, Utah.
Essential Duties and Responsibilities:
Comprehensive knowledge of principles, policies, and practices of systems acquisition and program management, as defined in DoDI 5000.02 Operation of the Adaptive Acquisition Framework, AFI 63-101/20-101, as well as knowledge of roles and relationships within the DoD and the Air Force. Knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency, and productivity of acquisition, sustainment, or modification programs. Knowledge of support activities that assist the program manager in assessing what programs are within schedule and cost baselines, be able to recommend viable solutions to problems, and the pursuit of alternative courses of action. Effectively communicate orally and in writing, providing quality acquisition and program documentation (briefings, documents, plans, etc.) Plan, research, analyze, and assess system acquisition in terms of development, production, deployment and sustainment of weapons systems and associated equipment as well as formulate plans and recommend effective strategies in meeting cost, schedule, and performance objectives. Support and develop acquisition and sustainment reports, including statutory and regulatory reports (i.e. Defense Acquisition Executive Summary (DAES), Monthly Activity Report (MAR), etc.) Support program management reviews, senior level meeting/reviews, and IMP/IMS reviews. Support and develop various briefings/schedules of program status and acquisition tasks to senior management. Understand the different funding types, budgets and the Central Asset Management (CAM) process.
Education and Experience:
Must have one of the following combinations of education and experience: Master's or Doctorate Degree in a related field, and twenty (20) years relative experience, twelve (12) of which must be in the DoD. Bachelor's Degree in a related field and twenty-five (25) years of relevant experience, fifteen (15) of which must be in the DoD. OR, thirty (30) years of directly related experience, twenty (20) of which must be in the DoD.
Preferred Qualifications:
Technical Skills Program management expertise with emphasis on requirements development, risk mitigation, and integrated planning across C2ISR and Battle Management programs. Advanced knowledge of DoD systems acquisition processes, including lifecycle management and product support planning across all milestone phases. Proficient in applying AFI 63‑101/20‑101 to Air Force acquisition and sustainment activities. Strong understanding of DoDI 5000.02 and the broader DoD 5000‑series frameworks governing major capability acquisition. Familiarity with technologies, tools, and methodologies used in defense acquisition, including configuration management, technical baseline control, and integrated product support strategies. Interpersonal Skills Strong coordination and communication skills. Ability to work effectively in cross-functional teams. Effective problem-solving and decision-making abilities. Customer-focused support mindset.
Position Type/Expected Hours of Work:
This is a full-time position requiring 40 hours per week and offers a flexible work schedule Monday through Friday during core business hours.
Other Position Requirements:
Proof of U.S. Citizenship or US Permanent Residency is a requirement for this position. Must be able to complete a U.S. government background investigation. Must have or be able to obtain a Secret clearance by date of hire. Must be able to travel, including air travel.
