GIS Full Job Description Description:
Position Overview Oneida Professional Services (OPS) is seeking a Program Manager to lead execution of a U.S. Geological Survey (USGS) Science and Technical Support Services contract. The Program Manager will serve as the primary point of contact with the Government and will be responsible for overall contract performance, staffing, and delivery across a diverse portfolio of science, technical, IT, and administrative task orders. Key Responsibilities Serve as the primary liaison between OPS and the Government Task Order Manager (TOM) Provide overall management and supervision of contractor personnel across multiple locations Lead recruitment, hiring, retention, and performance management of staff Plan, organize, and direct all contract activities, ensuring alignment with task order requirements Develop and manage task order execution plans, including staffing, schedules, and cost estimates Monitor and track deliverables, labor hours, and financial performance Prepare and submit monthly, quarterly, and annual reports (status, cost, and performance) Ensure compliance with all contract requirements, federal regulations, and security standards Coordinate with Government stakeholders to resolve issues and ensure mission success Support task order responses, negotiations, and program growth efforts as needed
Requirements:
Required Qualifications Demonstrated experience managing federal contracts, preferably IDIQ/task order-based programs Proven ability to lead multi-disciplinary teams (administrative, scientific, IT, and technical staff) Experience with program oversight, including staffing, scheduling, and performance management Strong understanding of cost control, labor tracking, and contract financial management Experience interfacing with Contracting Officers (CO), CORs, or Task Order Managers (TOMs) Excellent communication, leadership, and organizational skills Ability to manage multiple priorities across geographically dispersed teams Preferred Qualifications Experience supporting USGS, DOI, or similar federal science/research agencies Familiarity with scientific research, data management, GIS, or IT support environments Project Management Professional (PMP) certification or equivalent Experience with federal IT/security compliance requirements (e.g., FISMA) Work Environment & Travel Work will be performed primarily on-site at USGS locations, with some potential for remote support depending on task orders Travel may be required, including domestic and limited international travel, based on mission needs
