Job Type:
Full-time, in-office Position Overview RFC Civil is seeking an experienced Civil Site Project Manager to oversee commercial civil sitework projects throughout the Tampa Bay and Central Florida markets. The Project Manager will be responsible for managing projects from contract award through final completion, including budgets, schedules, subcontractors, procurement, change orders, billing, documentation, field coordination, and client communication. This position requires hands-on experience managing civil construction projects involving earthwork, underground utilities, concrete, paving, and related site development scopes. The right candidate must be organized, accountable, responsive, and capable of managing multiple active projects without constant oversight. This is an in-office position based in Oldsmar, Florida, with regular travel to project sites. Primary Responsibilities
  • Manage civil sitework projects from preconstruction through project closeout.
  • Review contracts, plans, specifications, proposals, scopes, and project requirements.
  • Develop and maintain project budgets, cost projections, schedules, and procurement logs.
  • Coordinate project startup and handoff meetings with estimating, field leadership, accounting, and management.
  • Work closely with superintendents and foremen to plan labor, equipment, materials, subcontractors, and production.
  • Track project costs, committed costs, production, and overall financial performance.
  • Identify potential cost overruns, delays, and scope issues before they affect the project.
  • Prepare, submit, and track RFIs, submittals, change orders, purchase orders, and subcontract agreements.
  • Prepare and submit monthly pay applications and supporting documentation on time.
  • Review subcontractor invoices and supplier billing for accuracy.
  • Manage project schedules and coordinate with general contractors, owners, engineers, inspectors, suppliers, and subcontractors.
  • Attend project meetings and provide accurate schedule, cost, and production updates.
  • Maintain clear and consistent communication with clients and field personnel.
  • Review daily field reports, timecards, cost codes, production quantities, and job documentation.
  • Monitor material procurement and long-lead items.
  • Maintain accurate project files, correspondence, logs, and contract documentation.
  • Manage punch-list completion, final inspections, closeout documents, lien releases, and retainage collection.
  • Support the resolution of warranty issues when applicable.
  • Visit assigned projects regularly to verify progress, quality, safety, and schedule performance. Typical Project Scopes Candidates should have experience managing some or all of the following:
  • Site demolition
  • Clearing and grubbing
  • Earthwork and mass grading
  • Excavation and imported fill
  • Storm drainage
  • Sanitary sewer
  • Water distribution
  • Fire service
  • Force main and lift station work
  • Concrete curb, sidewalk, and paving
  • Limerock base and asphalt paving
  • Dewatering
  • Erosion control and SWPPP
  • Site restoration and project closeout Required Qualifications
  • Previous project management experience with a civil sitework, underground utility, or commercial site development contractor.
  • Strong understanding of civil construction plans, specifications, contracts, and scopes of work.
  • Experience managing project budgets, schedules, billing, change orders, and subcontractors.
  • Working knowledge of earthwork, underground utilities, concrete, paving, and civil construction sequencing.
  • Ability to manage multiple active projects and competing deadlines.
  • Strong proficiency with Microsoft Excel, Outlook, and standard project management software.
  • Strong written and verbal communication skills.
  • Ability to communicate professionally with general contractors, owners, engineers, inspectors, suppliers, subcontractors, and field employees.
  • Strong organizational and documentation skills.
  • Ability to identify problems, make decisions, and follow issues through resolution.
  • Valid driver's license and reliable transportation.
  • Ability to work from the Oldsmar office and travel to project sites as required. Preferred Qualifications
  • Five or more years of civil construction project management experience.
  • Florida civil sitework experience.
  • Experience managing complete commercial site development packages.
  • Experience managing multiple projects simultaneously.
  • Familiarity with Procore, HCSS HeavyJob, Microsoft Project, or similar construction management systems.
  • Knowledge of Tampa Bay-area general contractors, suppliers, subcontractors, municipalities, and construction requirements.
  • Previous civil field, superintendent, estimating, or project engineering experience.
  • Experience managing projects ranging from several hundred thousand dollars to several million dollars.
