Position Summary:
The Project Manager 4 is an advanced project management professional, capable of handling high complexity projects and leading and training others. This role develops technical solutions to a variety of complex problems which require the regular use of ingenuity and creativity, and bridges the gap between technical engineering teams, business analysts, and executive stakeholders. The Project Manager 4 may oversee a portfolio of many projects, a medium sized program, several high impact or projects within the Supply Chain Line of Effort (LOE). The Project Manager 4 contributes to the development of and revisions to LOE PM processes, procedures, methods and training materials. The Project Manager 4 is expected to successfully deliver required products and services, as well as impacts. This position requires experience developing and negotiating Statements of Work, managing a competitive bidding process, managing subcontracts, working with external partners, leading teams, and demonstrating expertise within a specific domain. Essential Duties and Responsibilities:
Manage a large collection of similar projects or oversee a medium-sized program, or several programs/projects within a LOE, ensuring alignment with organizational strategic goals.

Develop and manage Requests for Information (RFI), Requests for Proposal (RFP), Requests for Quote (RFQ), and subcontractor Statements of Work (SOW), and manage competitive bidding cycles as required.

Lead and monitor project performance, ensuring milestones and deliverables are completed on time and within budget.

Manage subcontracts, including reviewing and approving deliverables, reviewing invoices, and maintaining communication with external partners.

Lead teams, mentor and train employees, and provide day-to-day oversight of project workflows.

Assign project tasks strategically based on team members skills, experience, and strengths.

Develop and execute detailed project plans, guiding efforts from initial requirements through successful delivery of key milestones and outcomes.

Identify and assess project risks, proactively address potential obstacles, and manage risk response strategies.
