Our mission is Equitable Opportunity, Affordable Homes, Thriving Neighborhoods. ICCF Community Homes seeks a proven, execution-focused Vice President of Asset and Property Management. In this role, you will lead the high-performing team that manages our approximately 700-unit portfolio of Low Income Housing Tax Credit (LIHTC), HUD, and Section 8 properties, and you will build that work into a scalable, financially self-sustaining property management social enterprise that is wholly owned by ICCF. Position Purpose ICCF has already set the direction for this work: sustainable, profitable management of subsidized housing that serves residents and employees with dignity and generates mission capital for continued affordable-housing growth. This role is for an implementer, not a new visionary. This leader will take the portfolio, team, and systems we already have, and the growth plan we have already envisioned, and turn them into a disciplined operating company built from within ICCF.
Growth will be sequenced deliberately:
build the operating system first, then scale. The ideal candidate has done this before by standardizing operations, installing scorecards and accountability, growing a portfolio without sacrificing quality, and developing the leaders needed to sustain it. Essential Duties and Responsibilities include the following. Other duties may be assigned.
Strategic Plan Execution:
Translate ICCF's Board-approved growth plan for asset and property management into an annual operating plan with clear milestones, budgets, accountable owners, and hiring triggers. Report progress regularly to the President/CEO and Board.
Lead a phased build-out:
stabilize and standardize the current portfolio, prove a repeatable process for onboarding new properties, and then scale. Current planning contemplates growth from approximately 700 units toward as many as 10,000 units over five years, with the pace governed by operational readiness. Within the first 90 days, deliver an assessment of current staff, systems, and processes; a property scorecard and executive dashboard; an outline of the operating playbook; and defined leadership roles and hiring triggers tied to unit growth. Benchmark against high-performing affordable housing management companies and adopt proven practices rather than reinventing them. Recommend the appropriate long-term structure for the enterprise as it grows (for example, a wholly owned ICCF subsidiary with its own profit and loss statement) and lead implementation of the structure the Board approves.
Property Operations:
Oversee the daily operations of all managed properties, including leasing, occupancy, rent collections, resident relations, maintenance, and unit turns. Ensure every resident receives consistent, respectful, high-quality service regardless of which property they call home. Conduct regular property inspections and evaluations to identify potential risks, maintenance needs, and opportunities for improvement. Partner with Resident Services so that housing operations and supportive services work together to promote resident stability. Collaborate with the development team to ensure seamless transition of new construction projects into the managed portfolio. Implement energy-efficient and environmentally friendly practices across the portfolio.
Operating System, Scorecards, and Reporting:
Build and maintain written standard operating procedures (SOPs) for all core functions, including leasing, collections, maintenance, compliance, accounting, and new-property onboarding. Implement property-level scorecards and a portfolio dashboard covering financial performance, occupancy, collections, maintenance, compliance, and staffing, so that leadership works from a single source of truth. Establish and lead a consistent management cadence: weekly exception reviews, monthly owner reporting and portfolio review, and quarterly in-depth property reviews and forecasts. Select, implement, and fully use property management, accounting, and business intelligence technology, automating routine work where practical.
Compliance and Risk:
Ensure full compliance with LIHTC, HUD, Section 8, and other regulatory, lender, and investor requirements, including file quality assurance, recertifications, inspections, and audits. Set and meet on-time compliance targets and resolve findings promptly. Identify and manage operational, financial, and reputational risk across the portfolio.
Financial Performance:
Own the financial results of the asset and property management function, including property budgets, operating expenses, reserves, and, as the enterprise matures, its own profit and loss statement. Develop and implement asset management strategies that maximize the financial performance and long-term sustainability of ICCF-owned properties. Standardize property accounting and owner reporting in partnership with the Finance department. Build a fee, pricing, and staffing model that moves the enterprise toward financial self-sufficiency, and track revenue and cost per unit against plan. Analyze financial reports, market data, and industry trends to inform decision-making.
Growth and Client Onboarding:
In partnership with the President/CEO, build and manage a pipeline of third-party management opportunities with mission-aligned owners of subsidized housing in West Michigan. Use full-service management, accounting and reporting services, and compliance services as entry points for new client relationships. Develop a documented, repeatable process for evaluating, pricing, contracting, and onboarding new properties. Add new business only when staffing and systems are ready to support it, so that growth never compromises service at existing properties.
People and Leadership Development:
Lead, coach, and hold accountable a high-performing team, with clear expectations tied to scorecards. Build the leadership bench ahead of growth, including a training academy (new-manager, compliance, financial, and leadership curriculum), a mentor program, and floating leadership coverage so that turnover never becomes a crisis. Establish a clear career ladder from property team member to site manager, senior property manager, supervisor, and director. Partner with Human Resources to recruit and add positions according to defined growth triggers. Foster a culture of safety, dignity, accountability, and continuous improvement.
Measures of Success:
Performance in this role will be evaluated primarily on execution, including: Delivery of annual operating-plan milestones and Board-approved unit growth targets. Occupancy, rent collections, unit turn times, and work order completion at or better than target. On-time compliance and clean audit and inspection results. Financial performance against budget and measurable progress toward enterprise self-sufficiency. Staff retention, internal promotions, and leadership bench strength. Resident and client satisfaction and retention.
Supervisory Responsibilities:
Senior Compliance Manager and team Senior Property Manager and team Facilities Manager and team As the portfolio grows, this position will add and supervise roles according to approved hiring triggers. These may include a Director of Property Operations, Site Management Supervisors, a Transitions and Onboarding lead, a Training lead, and Technology and Business Intelligence support.
KNOWLEDGE, SKILLS, AND ABILITIES QUALIFICATIONS

Minimum 10 years of experience in affordable housing property management and/or asset management, including at least 5 years in a senior leadership role.
A proven record of implementation:
building or rebuilding operations, standardizing processes, and delivering measurable improvement in occupancy, collections, compliance, and financial results. Demonstrated success growing a managed portfolio, including onboarding new properties or third-party clients while maintaining service quality. Experience leading a portfolio of 1,500 or more units strongly preferred. Demonstrated expertise in LIHTC, HUD, and Section 8 program requirements and compliance. Experience managing a profit and loss statement and/or a fee-based property management business preferred. Experience implementing KPI scorecards, dashboards, and SOPs, and proficiency in property management and accounting software (such as Yardi, RealPage, AppFolio, or similar) and financial modeling tools. Strong understanding of asset management strategies, financial analysis, and risk management practices. Excellent financial management and budgeting skills. Proven ability to recruit, develop, and retain leaders. Exceptional communication, interpersonal, and negotiation skills. Strong analytical and problem-solving skills, with a disciplined, organized approach and consistent follow-through. Industry credentials such as CPM, HCCP, SHCM, or similar preferred. Strong commitment to the Christian faith.
LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
