SUMMARY Responsible for the overall success of the shelter, overseeing all aspects of its planning, implementation, and evaluation, including managing the budget, hiring staff, coordinating with multiple agencies and organizations, and ensuring the program aligns with organizational goals and delivers desired outcomes. Ensures compliance with all applicable laws, codes, and licensing requirements. Additionally, the Director will serve as liaison with the Kaufman County Children's Shelter Foundation Board (501(c)(3)) and ensure full compliance with all state licensing requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Oversees staffing to ensure adequate supervision and provision of child-care services meeting the needs of children in care and complying with applicable code. Ensures provision of planned, but flexible program activities designed to meet the developmental needs of children. Maintains systems for emergency response and on-call availability. Administers and manages the operation according to County policies and all applicable laws and administrative codes. Ensures compliance with Chapter 42 of the Human Resources Code, Chapters 745, 748, and 749 of the Texas Administrative Code, and all other applicable regulations. Ensures no child in care acts as a caregiver and that individuals whose behavior or health status presents a danger to children are not permitted on Shelter premises. Perform public awareness activities to foster financial and volunteer support of Shelter operations Screen placement referrals Maintain 24/7 accessibility to assist with any emergency matters with children, staff, facilities, or any aspect of operations. Monitor shelter facility and coordinate maintenance requests to ensure safety for children served and employees and satisfactory upkeep Meet ongoing training requirements for compliance. Monitor and coordinate trainings for all staff to comply with all legal and licensure compliance requirements. Perform other duties as assigned

MINIMUM QUALIFICATIONS

Education and Experience:

Master's degree in social work or a closely related field; or Bachelor's degree and two (2) years of full-time experience in childcare or a closely related field. One (1) year of full-time experience in management or supervision of child-care personnel and programs, preferably in a residential setting Pass the Child Care Administrator examination administered or approved by HHSC.

Licensure and Additional Requirements:

Must possess a valid LCCA (Licensed Child Care Administrator) license issued by Texas HHSC Child Care Regulation or qualify to act as an administrator under applicable rules. Must be at least 21 years of age. Successfully complete all required criminal history, background checks, and fingerprinting as mandated by HHSC and Kaufman County.

Knowledge, Skills, and Abilities:

Thorough working knowledge of Texas childcare licensing Minimum Standards (Chapters 745, 748/749), trauma-informed practices, and emergency shelter operations. Strong leadership, personnel management, budgeting, and crisis intervention skills. Excellent communication, documentation, and regulatory compliance abilities. Commitment to child safety, advocacy, and continuous quality improvement. Willingness and physical capability to manage the operation of the shelter at all times.
