ABOUT CARPENTER'S SHELTER
Since 1988, Carpenter's Shelter has met the immediate needs of people experiencing homelessness in the City of Alexandria. Through the operation of emergency shelter, day shelter, and winter shelter as well as rapid rehousing and permanent supportive housing programs, Carpenter's Shelter identifies housing solutions supports sustainable independence for more than 900 individuals and families each year.

DESCRIPTION
The Monitor Manager provides direct supervision and operational leadership for Monitor staff supporting Carpenter's Shelter's 24-hour emergency shelter. The Monitor Manager is responsible for ensuring appropriate staffing coverage during evenings, overnights, weekends, holidays, and other assigned periods; maintaining consistent shelter operations; and ensuring Monitor staff perform their responsibilities in accordance with agency policies, procedures, and program expectations. Using a client-centered, trauma-informed, and low-barrier approach, the Monitor Manager coaches and supports Monitor staff in providing safe, respectful, and consistent services to individuals and families experiencing homelessness. The position is responsible for staff scheduling, onboarding and training, performance management, documentation oversight, incident response, emergency procedures, shift communication, and day-to-day quality assurance of Monitor operations. The Monitor Manager works collaboratively with the Director, other program leaders, case management and therapeutic services staff, Human Resources, facilities and administrative staff, volunteers, community partners, and other agency programs to support safe and effective shelter operations and continuity of services.
SPECIFIC RESPONSIBILITIES
Staff Supervision & Development Provide direct supervision, leadership, coaching, and accountability to Monitor staff to ensure consistent, professional, and client-centered shelter operations. Conduct regular individual supervision with Monitor staff and maintain appropriate supervisory documentation, including follow-up on performance expectations, training needs, and assigned action items. Establish clear performance expectations and routinely monitor staff performance, attendance, punctuality, documentation, and completion of assigned responsibilities. Provide ongoing coaching and feedback and promptly address performance, conduct, or policy concerns in collaboration with the Director and Human Resources, as appropriate. Participate in recruitment, interviewing, onboarding, orientation, training, performance evaluations, and corrective action processes for Monitor staff. Ensure new and existing Monitors receive appropriate training regarding shelter operations, trauma-informed care, de-escalation, professional boundaries, confidentiality, emergency response, incident reporting, and other required practices. Promote consistency across Monitor shifts by reinforcing standardized shelter procedures, reviewing recurring operational concerns, and addressing variations in staff practice. Facilitate or participate in regular Monitor team meetings and required agency trainings. Scheduling & Staffing Develop and maintain Monitor schedules to ensure adequate staffing coverage during evenings, overnights, weekends, holidays, and other assigned periods of shelter operations. Proactively identify staffing gaps and coordinate coverage for vacancies, call-outs, holidays, emergencies, and other operational needs. Monitor overtime and staffing utilization and communicate anticipated staffing concerns to the Director. Assess staffing needs and collaborate with the Director and Human Resources regarding recruitment and hiring. Review and approve Monitor timesheets accurately and within established deadlines. Shelter Operations & Client Services Provide operational oversight of the shelter during assigned hours and ensure Monitor staff maintain an appropriate presence throughout the facility. Ensure residents' basic needs are addressed in a respectful, consistent, client-centered, trauma-informed, and low-barrier manner. Promote consistent application of shelter expectations while supporting resident dignity, autonomy, housing stability, and safety. Conduct routine walkthroughs of resident and common areas to identify safety, facility, or operational concerns and ensure identified issues are documented, addressed, tracked, and escalated as appropriate. Coordinate with shelter leadership, case management, therapeutic services, facilities, volunteers, and other agency programs to support continuity of services. Support appropriate response to resident concerns, conflicts, behavioral concerns, and crises using de-escalation and trauma-informed approaches. Support the resident grievance and feedback process in accordance with agency procedures, including receiving and responding to concerns within the scope of the role, documenting concerns as appropriate, and escalating grievances or recurring resident concerns to the Director. Safety, Incidents & Emergency Response Ensure the safety and security of residents, staff, volunteers, and the facility during Monitor shifts. Maintain working knowledge of alarm systems, emergency exits, evacuation procedures, severe-weather procedures, fire and life-safety protocols, and other emergency procedures. Provide leadership during emergencies and ensure appropriate notification of on-call staff, leadership, emergency responders, or other parties when required. Ensure incidents are reported, documented, and escalated according to agency policy and established timelines. Review Monitor incident documentation for completeness, accuracy, objectivity, and appropriate follow-through and ensure identified corrective actions are completed. Identify, document, track, and appropriately escalate facility, maintenance, safety, and security concerns identified during Monitor shifts; coordinate with the Director, Facilities, on-call staff, or other appropriate personnel to ensure timely follow-up and resolution. Documentation, Communication & Compliance Ensure Monitor staff accurately and timely complete required documentation, including shift logs, census information, meal counts, incident reports, and other required program records. Routinely review Monitor documentation for completeness and accuracy and provide coaching or corrective follow-up when deficiencies are identified. Maintain effective shift-to-shift communication regarding relevant resident, facility, staffing, safety, and operational matters while protecting resident confidentiality. Identify and communicate significant incidents, recurring resident concerns, staffing concerns, facility issues, operational barriers, and emerging trends to the Director and other appropriate leadership in a timely manner, including recommendations for follow-up when appropriate. Maintain knowledge of and ensure Monitor adherence to applicable Carpenter's Shelter policies, procedures, program requirements, confidentiality standards, and safety protocols. Maintain working knowledge of applicable agency policies, shelter procedures, contractual and program requirements relevant to Monitor operations, confidentiality requirements, and safety protocols; ensure Monitor staff understand and consistently follow these requirements. Support implementation of new or revised policies and procedures and reinforce expectations with Monitor staff. Assist with internal reviews, monitoring, audits, or quality-assurance activities related to shelter operations as requested. Distribute resident and community-client mail according to established procedures. Serve as an active member of the agency's management team and participate in regular management/leadership meetings, shelter team meetings, trainings, and other agency activities as assigned. Communicate relevant operational information, staffing trends, concerns, and recommendations to shelter and agency leadership. Adhere to Carpenter's Shelter's Code of Ethics and SEED Values. Perform other duties as assigned.
REQUIRED
High school diploma or GED and relevant human services experience. At least two years of experience in homeless services, residential services, behavioral health, human services, or a related setting, with demonstrated leadership or supervisory responsibilities. Demonstrated ability to supervise, coach, provide feedback, establish expectations, and hold staff accountable. Ability to work effectively with individuals and families experiencing homelessness and other complex barriers to housing stability. Knowledge of or ability to apply trauma-informed, client-centered, low-barrier, and de-escalation practices. Strong organizational, scheduling, time-management, problem-solving, and decision-making skills. Ability to respond calmly and appropriately to emergencies, conflicts, and rapidly changing operational circumstances. Ability to maintain confidentiality, appropriate professional boundaries. and sound professional judgment. Ability to develop strong working relationships with households receiving services. Ability to maintain documentation. Strong time management and organizational skills; reliable and self-motivated. Proficient skill level in Microsoft Suites (Word, Excel, Power Point, Teams, SharePoint) Valid driver's license and ability to pass a background check. Ability and willingness to work evenings, overnights, weekends, holidays, and outside normal business hours when operationally necessary.
PREFERRED
Associate's or bachelor's degree in social work, human services, psychology, sociology, nonprofit management, or a related field. Experience supporting teams in a residental setting or 1-3 years of management and supervisory experience. Experience supervising frontline staff in an emergency shelter, residential, crisis-response, or 24-hour human-services environment. 2 years experience working with a diverse population experiencing homelessness. Lived experience or direct personal connection to homelessness.
SALARY:
­­­­­­­­­­­­­­­$50,000 to $55,000 per year plus benefits (medical, dental, vision, life insurance, 403(b), PTO, Sick Leave, holidays)
